S -- FIRE PROTECTION SERVICES SOL 640-49-95 DUE 111595 POC Contracting Officer, Marcelina Bell, (510)447-2560x6165 VA Palo Alto Health Care System, Livermore Division, has a requirement for fire suppression and related fire emergency services. Service to be performed at the Livermore Division, 4951 Arroyo Road, Livermore, California. The services are to be Contractor-Owned and Contractor-Operated (COCO). There will be no Government provided facilities available for use in the performance of this contract. The work required by this specification requires the Contractor to operate a fire station which provides the services of fire suppression. Contractor will be required to respond to all emergency calls and fire alarms. The service shall be provided 24 hours per day, 7 days per week, 365 days per year. Response time shall be within eight (8) minutes of initial call with a minimum of a four (4) person crew. Contractor shall be required to provide pre-fire planning, emergency medical aid, emergency rescue and hazardous material response. Fire protection must comply with all VA regulations and specifications, federal, state and local fire laws and National Fire Protection Association codes (NFPA). The Contractor must also have a written mutual aid agreement with local community fire departments to insure the availability of additional fire protection resources should they ever be required. The Livermore Division is a 117 acre facility located outside the city limits of Livermore, California with 30 buildings and 167 patients. The contractor shall provide all qualified personnel and other required resources. Service to be performed over a 12 month period with four one year options. This solicitation is subject to Government cost comparison pursuant to OMB Circular A-76 to determine economic feasibility of accomplishing specified service in-house or by contractor.
