(NAVAIRSYSCOM) is conducting a full and open competition to procure the
engineering and manufacturing development (EMD) phase of the Generic
Acoustic Stimulation System (GASS) Program. The EMD phase requirement
will entail the development of a GASS software operating system to run
government furnished range dependent model ocean environmental
software in real time with target and sensor modules utilizing
commercial-off-the-shelf hardware. GASS will be used to provide high
fidelity acoustic stimulation and low cost incorporation of new sensor
capabilities into current and future air ASW SH-60B, P-3C Update III,
and S-3B trainers. GASS must provide stimulation conditions for future
acoustic sensors and systems such as Extended Echo Ranging (EER), the
Air Deployable Active Receiver (ADAR) and the Airborne Low Frequency
Sonar (ALFS) system. The EMD phase currently calls for the development
of the GASS systems for four trainers. The effort will include
completing GASS software modules, design and development of trainer
interface hardware and software and life cycle support documentation.
The EMD contractor will be required to have the capability to handle
material classified up to the Secret/NOFORN level. Prime contractors
interested in being placed on a formal bidders list should respond in

Davis Highway, Arlington, VA 22243-2150. Contractors who previously
responded to the sources sought synopsis #50080-93 or 50051-94 need not
respond to this announcement to remain on the formal bidders list. This
announcement is solely for the purpose of establishing a formal bidders
list and to announce that NAVAIRSYSCOM is preparing a competitive
request for proposal; it is not to be construed as a committment by the
