to negotiate on a sole source basis with Cincinnati Electronics
Corporation (CEC) for the procurement of RT-460B Surrogate Satellite
UHF Relay Systems to support the United States Special Operations
Command (USSOCOM). The relay systems will be used with existing
inventories of UHF field radios and will be used with existing SATCOM
equipment to support UHF satellite communications (both voice and data)
via the Defense Communications Satellite System. The RT-460B relay
system is capable of mounting in aircraft, aerostats, helicopters, or
on towers to provide extended Line of Sight (LOS) communications up to
400% for UHF media. Each relay system consists of a 4-channel UHF
radio relay, a SATCOM radio, and associated items. The proposed
acquisition will provide for a basic requirement of nine (9) RT-460B
relay systems along with an option for up to two (2) additional units.
CEC is considered the only source capable of providing the required
RT-460B relay systems as they are the developer, designer, and sole
manufacture of the RT-460B Surrogate Satellite UHF Relay Systems. As
such, they solely posses the specialized engineering expertise and
technical design data necessary to produce this complex unit. The
RT-460B will readily integrate with the existing UHF radios and
existing SATCOM equipment to provide extended radio communications
capability. Unique features of the RT-460B include the provision of
four channels, one of which is a satellite relay. The RT-460 is
physically configured for direct integration into military aircraft.
The Government does not possess the critical engineering data for these
complex units. The use of any other device would require costly and
extensive modifications to satisfy the Government's minimum
requirements. The RT-460B has successfully completed structured testing
by the military. The use of any other device would require this testing
to be redone at considerable expense. Interested parties may prove
their capability to respond to this requirement and identify their
interest. This notice o intent is NOT a request for competitive
proposals. However, all information received within forty-five (45)
days after date of publication of this notice of intent will be
considered by the Government. Information received as a result of this
notice of intent will be considered solely for the purpose of
determining whether to conduct a competitive procurement. A
determination by the Government not to open this requirement to
competition based upon responses to this notice is solely within the
discretion of the Government. The Government will not pay for
