5231-95 (MA) U. S. Army Missile Command, USAMICOM, is continuing
implementation of its MICOM Spares Blue Ribbon Contracting Program for
spare and repair parts. It will allow the Contracting Officer to more
accurately determine the current performance risk of each competing
offeror. Under this program, the Government may pay up to a 10 percent
price premium to lower performance risk contractors over a low
Non-Blue Ribbon offeror to increase the assurance of on-time delivery
and quality products. Accordingly, award may be made to other than the
firm offering the lowest proposed price. A firm's inclusion in the
MICOM Spares Blue Ribbon Contracting Program will be a factor in the
Contracting Officer's evaluation to select the source whose proposal
offers the greatest value to the Governent. The MICOM Spares Blue
Ribbon Contracting program will apply for the following Technology
Areas: (1) Electro-Optical (2) Cable Assemblies (3) Electronic
Components (4) Electronic Assemblies (5) Mechanical Assemblies (6)
Electro-Mechanical Assemblies. Firms will be allowed to submit data for
qualification as a MICOM Spares Blue Ribbon contractor in one or more
technology areas. The data submitted must pertain to MICOM spare/repair
part contracts only. Criteria for placement in the MICOM Spares Blue
Ribbon Contracting Program are as follows: (1) contractors must have
delivered items on at least three MICOM contracts within a specific
Technology Area worth an aggregate total of $30,000 (Small Business) /
$75,000 (Large Business) or more, during the past 36 months (2) must
have demonstrated 90 percent or higher on-time delivery (total contract
line items (CLINS) delivered on time divided by total CLINS due) on
MICOM contracts for the specific Technology Area, during the past 24
months preceding application. For purposes of this criterion, ''on-time
delivery'' means delivery within the time prescribed by the delivery
schedule set forth in the contract as it was originally issued, and/or
as adjusted in a formal modification (3) must have had in the past 24
months: (i) on all MICOM spare/repair parts contracts, a Quality
Deficiency Report (QDR) rate (number of deficient unis divided by total
number of units built) no greater than 1 percent (ii) on all MICOM
spare/repair parts contracts, a first-time Quality Verification (QV)
Sample rejection rate (number of contracts rejected on first submission
due to QV inspection and test divided by total number of contracts
submitted for acceptance that required QVs) no greater than 10 percent
and (iii) on all MICOM spare/repair parts contracts, a first-time
First Article test (FAT) reject rate (total number of First Articles
rejected on first submission divided by the total number of First
Articles submitted) no greater than 25 percent. No contractor which has
a First Article or QV Sample rejected in the past 24 months on the
second or subsequent submissions will be eligible to be included on the
MICOM Spares Blue Ribbon Contractor List. Contractors listed on the
MICOM ''Contractors Requiring Special Attention (CRSA) List'', Defense
Logisitics Agency (DLA) ''Contractor Alert List (CAL)'' and General
Services Administration (GSA) Lists of Parties Excluded from Federal
Procurement or Nonprocurement Programs are not eligible to be included
on the MICOM Spares Blue Ribbon contractor list. To apply for MICOM
Spares Blue Ribbon Contractor status contractors may request an
application form from the U. S. Army Missile Command, Acquisition
Center, AMSMI-AC-CQSB, Redstone Arsenal, AL 35898. MICOM is now
accepting applications for qualification in the MICOM Spares Blue
Ribbon Contracting Program year round. Solicitations issued under the
MICOM Spares Blue Ribbon Contracting Program will contain provisions
detailing its use and will be specifically identified in the
