The following is a Request for Comment (RFC) and does not constitute a Request for Proposal (RFP). In response to the President's Fiscal Year 1996 budget proposal to increase the use of private corrections in the Federal Bureau of Prisons (FBOP), the FBOP has developed a draft RFP for the operation and management of a Government owned/Contractor operated Federal correctional facility in Taft, California. The purpose of this RFC is to afford all interested parties the opportunity to comment on any perceived issues with regard to the draft RFP. Comments, whether supportive or critical, are earnestly solicited regarding every aspect of the proposed initiative. The FBOP published a RFC on 4/11/95 regarding the privatization of the Taft facility and the comments submitted as a result of the 4/11/95 RFC were very beneficial and utilized in the development of the draft RFP. Any response submitted should not be viewed as a vehicle for presenting a specific approach or product intended to be proposed but as an opportunity to express an interest in the proposed project. The RFC should not be used by offerors to market their products/services. Replies are not mandatory. Replies will be separated from, and have no bearing on, any subsequent evaluation of proposals submitted in response to a formal RFP. Proprietary information is not being solicited. Interested parties desiring a copy of the draft RFP must submit a request in writing to the individual identified above. Comments submitted on the information provided must be received in writing no later than 10/18/95. No collect calls will be accepted. No telephone calls for solicitations will be accepted. (0261)
