MANUFACTURING DEVELOPMENT (EMD) SOL DASG60-96-R-0002 DUE 121895 POC

the Engineering, Manufacturing, Development (EMD) Phase of the Theater
High Altitude Area Defense (THAAD) System program, excluding the Low
Rate Initial Production. This solicitation is for the continued
development, prototyping and testing of the overall THAAD weapon
system. The THAAD system consists of missile rounds, launchers, battle
management/command, control, communications and intelligence elements,
and radars. This solicitation also includes logistics/maintenance and
training support associated with THAAD user operational evaluation
system (UOES) prototype equipment to be delivered under the on-going
Demonstration/Validation (DEM/VAL) phase contracts. The proposed EMD
phase contract will be a follow on to the on-going
Demonstration/Validation (DEM/VAL) contract DASG60-92-C-0101 with
Lockheed Martin for the THAAD system less the radar and on-going
DEM/VAL contract DASG60-92-C-0184 with the Raytheon Company for the
THAAD system radar. Pursuant to the authority of FAR 6.302-1(a)(2)(ii)
and 6.302-1(b)(1)(ii), the Government intends to award a single
contract for the EMD phase requirement to a prime
contractor/subcontractor team to be formed by the two DEM/VAL phase
contractors, Lockheed Martin and Raytheon. The Government will
therefore request Lockheed Martin and Raytheon to establish a prime
contractor/subcontractor relationship and to jointly prepare and submit
a single proposal for this EMD phase requirement which addresses all
elements of the THAAD system. A CPIF/AF contract for a sixty month
period of performance (42 months for design, development and delivery
of EMD prototypes and an additional 18 months for completion of all
system testing and continued support of UOES prototype equipment) is
anticipated. This acquisition is open to foreign participation at the
subcontractor level. The proposed EMD contract will encourage
competitive subcontracting and subcontracting with small and small
disadvantaged businesses. The proposed EMD contract will also require
the prime contractor to competitively establish multiple sources for
radar Transmit/Receie (T/R) modules at the subcontract level. Recommend
