F. Hall, (513) 255-2068. The Aeronautical Systems Center, Propulsion
Development Systems Office is contemplating an award to General
Electric Aircraft Engines, 1 Neumann Way, Cincinnati, OH 45215-6303 for
upgrading up to twenty-nine (29) F118-GE-100 Flight Test Turbofan
Engines to production configuration. Based upon their demonstrated
expertise and unique capability with the F118-GE-100 engine, the
General Electric Company has been deemed the only responsible source
capable of providing engines that will satisfy agency requirements,
under the authority of 10 U.S.C. 2304 (d) (1) (B) as implemented by FAR
6.302-1(a) (2) (ii) (A), ''substantial duplication of cost to the
Government that is not expected to be recovered through competition,
and (B), ''unacceptable delays in fulfilling the agency's
requirements.'' The period of performance for this effort will be
approximately from 01 May 96 to 30 June 99. An Ombudsman has been
established for this acquisition. The only purpose of the Ombudsman is
to receive and communicate serious concerns from potential offerors
when an offeror prefers not to use established channels to communicate
his/her concern. Potential offerors should use established channels to
request information, pose questions, and voice concerns before
resorting to use of the Ombudsman. Potential offerors are invited to
contact ASC's Ombudsman, Col Robert C. Helt, ASC Ombudsman, ASC/CY

only. Routine communication concerning this acquisition should be

notification is to announce the proposed award to General Electric
Company. However, in the event you feel your business possesses the
capability and qualifications listed above, please submit your
Technical Capabilities Statement within 30 days after publication of
