261. (Collect calls will not be accepted). The Air Force is seeking
information on the commercial availability of a ground support heater
to be used by all major commands at worldwide locations during weapon
system ground operations. This heater will typically be used for the
following types of applications: 1) provide heat for warming up
aircraft engines (C-130) during inclement weather, 2) provide heating
for warming up other aircraft maintenance support equipment during
inclement weather, 3) provide heat to aircraft maintenance crews during
inclement weather, provide heat for curing of sealant on aircraft, and
4) provide ventilation for aircraft fuel cell maintenance work
accomplished outdoors. It is recommended this heater meet the following
approximated requirements: 1) heated air temperature of 280 degrees F
maximum and 150 degrees F minimum, 2) air delivery rate of 1500 CFM @
280 degrees nominal, 3) heated air output of 250,000 BTUH @ minus 65
degrees F ambient maximum and 100,000 BTUH @ 70 degrees F ambient
minimum, 4) dimensions of 69 inches length X 52 inches width X 44
inches height, and 5) a mean time between failure of 300 hours or more.
The heater must meet the following requirements, 1) portable, trailer
mounted, fully enclosed, self contained unit, 2) air transportable, 3)
prime mover of multi-fuel diesel engine with JP-8 as the primary fuel,
4) minimum 30-foot flexible ducting system of 12 inches diameter for
air outlet, 5) ability to attach additional ducting to heater, 6) eight
(8) continuous hours of operations without refueling, 7) towable at 20
mph over unimproved road surfaces, and 8) minimal or no special tools
required to maintain heater. The contractor shall provide to the
government the following information: current commercial and military
applications for which heater is used, type of climate heater operates
in, transportability of heater (towed or carried in a vehicle), normal
operating time of the heater, dimensions of the heater, temperature
range and volume output, reliability and maintainability statistics,
number of years this heater hasbeen built and fielded, companies and/or
agencies who currently use this heater with corresponding points of
contact and telephone numbers, type of fuel used or able to be used in
this heater. No contract will result from this request for information
(RFI), nor will the government compensate any contractor for expenses
incurred in preparing a response to this RFI. For administration
purposes, vendors must include telephone/telefax numbers, business
size, Contractor Establishment Code, and Commercial and Government
