potential sources may learn of the interest in a specific requirement,
an advance notice is published here. The requirement is for the
fabrication, installation, and alignment of a blended-edge compact
range reflector and support structure according to NASA Langley's
design. The reflector will be a 26 ft x 26 ft offset fed reflector with
a 13 ft x 13 ft parabolic center section and a cosine squared blended
rolled edge. The focal length shall be 354 q 12 inches. The central
parabolic section of the reflector shall have an installed surface
accuracy of less than 2 mlls RSS, and the rolled edge shall have a
surface accuracy of 3-6 mlls RSS. The installed reflector shall have
uniform electrical conductivity across its surface with no intra-panel
gaps. The contractor shall supply an error budget to include panel
manufacturing tolerance, gravity errors, thermal errors, and alignment
errors. The weight objective for the reflector and backstructure is
less than 25,000 pounds. The reflector will operate in a controlled
environment at 70x q 5xF, however, the assembly must also be able to
survive temperature extremes of +40xF to +100xF without damage and
without need for realignment. The surface accuracy of the installed
reflector must be verified using photogrammetry. The reflector shall be
completed within 12 months from contract award. The reflector shall
operate, as a minimum, over the 0.30 to 18.0 GHz frequency range. The
contractor shall have demonstrated experience in the design,
fabrication, and installation of large rolled edge reflectors, with
accuracies of 2 mlls RSS or better, that includes specific facilities
that have been built and the performance verified by photogrammetric
techniques. This procurement will be limited to contractors with proven
capability as specified earlier. Firms that have the required
specialized capabilities to meet the above requirements should submit
appropriate documentation, literature, brochures, and references to
demonstrate and support that they have the necessary experience and
resources to successfully accomplish the described effort. This
synopsis is for information and planning purposes and is not to
beconstrued as a commitment by the Government nor will the Government
pay for information solicited. Respondents will not be notified of the
results of the evaluation. Respondents deemed fully qualified will be
considered in any resulting solicitation for the requirement. Firms
responding should indicate whether they are a socially or economically
disadvantaged business firm, an 8(a) firm or a small business, and/or
woman-owned business. The Government reserves the right to consider a
small business or an 8(a) set-aside based on responses hereto. Closing
date for submission of responses is 14 days from date of publication.
