Semiconductor Laser Illuminator. Notice of Contract Action. This is a
Research and Development Notice of Intent to Contract. POC Mr. Michael

Steinbock, Contracting Officer, (505)846-2246. Phillips Laboratory
(Kirtland AFB NM) anticipates awarding a contract to acquire high power
illuminators for military applications. The goal is to develop a high
power air-cooled illuminator that is vehicle/aircraft worthy. The
illuminator system needs an average output power of 20 to 25 Watts.
Adjustable pulse width from 0.25 to 1.0 usec. with a pulse frequency of
13.125KHz. Wavelength specification on the laser output is 860 nm +/-
10nm. Beam divergency of the optical system needs to be 2.0 degrees +/-
0.5 degrees by 2.0 degrees +/- 0.5 degrees. Beam uniformity over the
2.0 degrees by 2.0 degrees solid angle needs to be +/- 15%. The overall
system including power conditioning/controls should minimize size and
weight. Input power to the system is 28.0 volts with a maximum of 10
amperes. If interested, please provide a statement of capabilities
which address: experience in laser technologies and, experience in
fabrication of high power air-cooled illuminators. Please submit your
statements in two copies no later than 15 days after publication of
this synopsis to Phillips Laboratory/PKLA (Ms. Barabara Steinbock) 2551

indicate if they are a Small Business, a Socially and Economically

reserves the right to set this acquisition aside for Small Business,
Small Disadvantaged Business, SBA 8(a) Program, Historically Black
Colleges or Universities (HBCU) or Minority Institutions (MI) based
upon known sources and/or responses to this synopsis. The SIC for this
acquisition is 3674. The small business size standard is 500 people.
Firms responding should indicate whether they fall into any of these
categories. The estimated RFP release date is 17 Oct 95. You ay request
to be placed on the source list by notifying the Contracting Officer.
An ombudsman has been appointed to hear concerns from otial offerors
during the proposal development phase of this acquisition. The purpose
of the Ombudsman is to receive and communicate serious concerns from
potential offerors when an offeror e established channels to address
concerns during the proposal development phase of the acquisition.
Potential offerors should communicate first with the Contracting
Officer to request information, pose questions, and voice concerns
before contacting the Ombudsman. In those instances where offerors
cannot obtain resolution from the Contracting Officer, they are invited
