T-38 AVIONICS UPGRADE NOTICE OF CONTRACT ACTION: The Common Avionics Program Support Office intends to issue an RFP for full and open competition to acquire a T-38 Avionics Upgrade. A sources sought synopsis was previously issued 09 Jun 95 with extensive market investigation since that time. A draft RFP was issued on 31 Jul 95. The United States Air Force is planning a non-developmental avionics upgrade to the AT/T-38 to provide the capability to train bomber/fighter pilots in a system similar to modern weapon systems, and to increase AT/T-38 reliability and maintainability. An integrated RFP will be issued with the award of three stand alone contracts to a single prime contractor. The Avionics Upgrade/Aircrew Training Device (ATD) development will consist of a three year Cost Plus Award Fee contract for design and development of 2 upgraded avionics sytems and 2 ATDs (1 Unit Training Device and 1 Operational Flight Trainer) to duplicate the avionics upgrade design. The Avionics Upgrade contract will contain 6 one year production options for 425 installed avionics upgrades. The first three options will be fixed price incentive firm target (FPIF) with the remaining three years to be priced as not-to-exceed (NTE). The Avionics Support contract will be a 10 year fixed price requirements contract to be performed at 7 main operating locations. It will consist of 3 years firm fixed options, 3 years with a not-to-exceed-price and the remaining 4 years to be negotiated. The T50/T51/ATD Maintenance contract will be a Fixed Price Award Fee (FPAF) requirements contract to be performed at the Training System Support Center (TSSC) at Randolph AFB and 5 main operating locations with a 10 year ordering period. It will consist of fixed prices for the first 3 years, NTEs for the next 3 years with the remaining 4 years to be negotiated. A Total System Performance Responsibility (TSPR) approach is planned with the single prime contractor being responsible for performance on all three contracts. Key components of the avionics upgrade include the integration of a Heads-Up Display (HUD), the addition of a Global Position System (GPS), an Inertial Navigation System (INS), a Traffic Collision Avoidance System (TCAS), Mode S Transponer capability, UHF/VHF radios, Hands on Throttle and Stick (HOTAS) functional integration, upgraded engine displays, and Multi-Function Displays (MFD). In addition, Contractor Logistics Support (CLS) will be required to support the existing T50/T51 simulators and the new ATDs as well as the avionics upgrade with one year interim contractor support (ICS) and operation of a Contractor Operated and Maintained Base Supply (COMBS). Offerors must submit a representative sample of the display device hardware to be used to meet the multi-function display requirements for the avionics subsystem. Two windows will be used to assure that all samples can be tested with minimum impact on the suppliers. The first window for testing will begin 15 days after release of the RFP and conclude 45 days after such release. The second window will begin 10 days after proposal receipt and conclude 45 days after proposal receipt. The offeror shall contact the contracting officer no earlier than five days before the windows open and no later than fourteen days before the windows close to schedule a date to submit their equipment and to obtain instructions on where to deliver it. The equipment will be needed for one week from the date of delivery. The offeror will be allowed to setup the equipment in the laboratory and will be responsible for removing the equipment. More specific instructions for this testing appears in Section L and M of the RFP. In accordance with National Security Direction, this acquisition will have some restrictions for foreign-owned company participation. The foreign design, manufacture, assembly or test of hardware elements directly associated with GPS cryptographic hardware or software will not be allowed. In addition, the visual data base for mapping is restricted. These aspects must be totally accomplished by a US-owned company which requires the contract be awarded to a US-owned company. Foreign teaming, licensing, and subcontracting are allowed. Interested sources must submit a brief Statement of Capability (SOC) which describes their performance capabilities in the following areas, technical, cost accounting, using the earned value method, financial, subcontract management, software and avionics integration. Sources must also provide evidence of past performance experience with TSPR, CLS of aircraft or aircraft components, COMBS, NDI programs, incentive contracts and contractor teaming paticipating as both prime or as a subcontractor to a prime. Offerors which have submitted this information in response to the Sources Sought Synopsis in the 09 Jun 95 CBD need not provide a SOC. It is anticipated the RFP will be released on or about 13 Oct 95 with a 60 day response time. The RFP will be released on 3 1/2'' computer disks (1.44 Meg) for IBM compatible computers using Microsoft Word for Windows 6.0, Excel 5.0 and Power Point 4.0. Hard copies will be available upon request if computer compatibility is a problem. An Ombudsman has been established for this acquisition. The only purpose of the Ombudsman is to receive and communicate serious concerns from potential offerors when an offeror prefers not to use established channels to communicate his/her concern during the proposal development phase of this acquisition. Potential offerors should use established channels to request information, pose questions, and voice concerns before resorting to use of the Ombudsman.
