following is provided for purposes of a market survey of industry.
Responses to this publication are elicited to provide comment and to
identify sources who may have the comprehensive knowledge, skills, and
capacity to meet the Air Force's requirement for fabricating and
supplying Night Vision Imaging System (NVIS) compatible cockpit and
external (caution/warning/formation) lighting kits for installation by
Air Force field personnel in ANG and AFRES F-16 aircraft. The Air
Force has awarded a Letter Contract to Control Products Corporation of
Grand Prairie, Texas under urgent and compelling exception to full and
open competition which includes delivery of reprocurement drawings and
data. The Air Force is in the process of preparing a detailed ''build
to print'' specification, which, subject to planning strategy
approval, will lead to a competitive Request For Proposal (RFP),
expected to be issued within the next eight months. The balance of the
Guard and Reserve requirement for kits to modify F-16 C Block 25/30/32
aircraft to make them compatible with use of Type 1, Class A night
vision goggles as defined in MILSPEC MIL-L-85762A will be described.
Kit components must comply with MIL-L-85762A except as specifically
waived by the Government and will consist of nondevelopmental items
(bezels, post-lights and edge-lit panels). Post and/or bezel lighting
from add-on assemblies external to cockpit instrumentation will be as
specified by the Air Force. Specifications for internally lit panel
replacement with new MIL-P-7788 Class 1 - NVGA Type IV or Type V panels
(retaining existing wiring and connectors etc.), map lights using NVIS
white map reading filters with light shields etc., replacement Utility
Lights with dual mode (white and NVIS white) capability, and external
warning/caution/formation lights will be provided. Chromaticity and
brightness standards may also be specified. Production samples may also
be required. Firm fixed prices in accordance with the drawing package
to be provided will be solicited. Applicable federal supply group: FSG
16 Aircraft Accessories. Program management responibility will be
provided by OO-ALC/LFPO and contract will be managed by OO-ALC/LFKS.
Previous experience with aircraft NVIS compatible lighting is
mandatory. Past performance will be evaluated at a level at least equal
to price in accordance with latest DOD ''Streamlining'' procedures.
Subject to Government verification and in accordance with criteria to
be detailed in the RFP, the successful offerer will also be expected to
demonstrate in their proposals that they meet high standards for (1)
knowledge and understanding of the requirement, (2) facilities,
employees with satisfactory qualifications, and other resources
reflecting readily discernible capability and adequate production
capacity, (3) effective purchasing systems, materials management,
access to parts suppliers as required, and viable subcontracting
relationships or teaming concepts as required, (4) and appropriate
management and engineering expertise to meet the technical capability
required. Demonstration of these and other capabilities in areas to be
defined at the discretion of the Air Force requiring activity may be
detailed in the yet-to-be-released RFP. Potential offerors may identify
their interest and submit documentation as to their general
qualifications per the above within 15 days to OO-ALC/LFKS, Bldg 1233,
