No solicitation is available for this requirement. The Patent and Trademark Office (PTO) intends to execute a sole source modification to Unisys Corporation, 8008 Westpark Drive, McLean, VA 22102 for an extension of contract 50-PAPT-7-00301 to provide continuing maintenance support of the Unisys A1652E mainframe, all Unisys peripherals, and Unisys A-Series proprietary system software. Unisys currently provides 24 hour, 7 days a week maintenance for the above-mentioned Government-owned equipment located in Crystal Park 2, 11th Floor, Crystal City, Arlington, VA. The period of performance is for one (1) base plus five (5) option years. Requirements include hardware and software maintenance and programming services support. In accordance with FAR 6.302-1, the PTO believes that only one source, the incumbent contractor (Unisys), can supply the Original Equipment Manufacturer (OEM) spare parts necessary to perform this hardware maintenance; can provide support and provide periodic updates and enhancements of proprietary system software; and has the necessary expertise, gained through developing and assisting in the maintenance of application programs and systems, operating systems, and the proprietary communications networks in use at the PTO, to meet the requirements. Requirements for the hardware and software maintenance support must include the following: 1) at least three (3) references where the supplier has maintained a Unisys A16 systems for a minimum of one (1) year; 2) written documentation that the supplier has a complete set of diagnostic software to support maintenance trouble shooting of the A16 system and all peripherals including peripheral subsystems and front-end communications processors. In the event that the supplier does not have their own diagnostic software, must provide written evidence that supplier has a valid contract with Unisys Corporation to use their proprietary diagnostics; 3) a maintenance plan that identifies how the supplier will obtain spare parts and required engineering documentation including schematic diagrams to maintain the A16 system; 4) maintenance and support of perating system software, compilers and utilities including access to the Unisys proprietary Primus Data Base and other proprietary Unisys data bases and hotlines for software support, fixes, and stability releases. Requirements for programming support services must include the following: 1) systems software programmers with five (5) or more years experience coding in the ALGOL programming language at the operating system software level; 2) experience with the A-Series 4.0 system release or later; 3) current and practical experience with Unisys TCP/IP, NFS, DTS, BNAv2, COMS, NAU and the implementation for A-series of Novell; 4) experience writing COBOL74 and C programs; 5) five (5) or more years general experience with a wide range of computer techniques; 6) two (2) or more years experience on the Unisys A-Series including programming in Unisys COBOL74, DMSII, COMS and Unisys TCP/IP, and communications processing software; 7) experience in all aspects of programming including development of supporting documentation (systems specifications, program specifications, operations manuals and user manuals); and 8) at least one (1) year experience at the project management level which demonstrates the ability to plan and direct the activities of lower level personnel. This is not a request for a proposal. However, due to time constraints, all interested parties that can meet all of the above-mentioned requirements are requested to submit in writing, completed detailed documentation, applicable pricing, documents, and resumes substantiating their technical capability to perform the requirement, and any additional information indicating a bona fide ability to meet the PTO's requirement within forty five (45) days of publication of this Notice to the following address: U.S. Patent and Trademark Office, Office of Procurement, 2011 Crystal Drive, CPK-1, Room 810, Arlington, VA 22202. All correspondence in response to this synopsis should refer to Contract No. 50-PAPT-7-00301. As a result of analyzing responses to this synopsis of intent, the Contracting Officer may determine that a solicitation will be issued.
