(203)449-3536 Engineering and design services for preparation of plans,
specifications, cost estimate and analysis for replacment of existing
2.4KV elecrical distribution system with new 13.8KV systems at the
Naval Submarine Base New London, Groton, CT. The replacement includes
removal of 2.4KV feeders, substations/switchgear, distribution feeder
cables, facility transformers and 13.8KV/2.4KV transformers and the
installation of new 13.8KV circuit breakers/isolation switches, feeder
cables, 13.8KV/480V/208V-120V transformers, and central power plant
2.4KV switchgear. The SUBASENLON engineering officer uses the
SPECSINTACT specification system and AutoCAD computer-aided drafting
systems. Options may be exercised at the discretion of the Government
to provide post construction contract award services such as shop
drawing review/approval, consultation, construction inspection and
preparation of record drawings. Camera-ready bid documents need to be
submitted by 01 June 1996 in order to begin consturction in FY96.
Significant evaluation factors (in order of importance): (1)
Specialized experience of the firm in the type of work required, with
emphasis on replacement of underground primary distribution systems.
(2) Professional capacity of the firm to accomplish the work within the
required time constraints. (3) Professional qualifications of the staff
to be assigned to this contract. (4) Past performance with respect to
quality of work and compliance with performance schedules (emphasis on
DOD work). (5) Location of the firm in the general geographical area
of the project and knowledge of the locality of the project, provided
there is an adequate number of qualified firms for consideration. (6)
Cost control effectiveness. (7) Present workload. (8) Volume of work
previously awarded to the firm by the Department of Defense. Estimated

be considered. Respondents may supplememt this proposal with graphic
material and photographics which best demonstrate design capabilities
