This solicitation is being negotiated on the basis of other than full and open competition pursuant to authority 10 USC 2304(c)(1). There is no procurement history on this item. The proposed procurement action is for supplies for which the government intends to solicit and negotiate with only one source under authority of FAR 6.302.
