conducting a formal market survey to establish potential sources for
procurement of technical support services for fielded
antennas/receivers and advanced antenna/receiver technologies which
were developed by American Electronics Laboratories (AEL) of Lansdale,
PA for the AN/APR-39A(V) Family of Radar Warning Systems and the
Advanced Threat Radar Jammer (ATRJ) Programs. The AN/APR-39A(V) 1 RSDS
is a radar detection system which is capable of identifying different
types of threats; prioritizing multiple threats on the display by
identifying the threat posing the most immediate danger to the aircraft
and then verbally communicating the information to the pilot. The ATRJ
system is an active electronic countermeasures system, currently in
the engineering and manufacturing development (EMD) phase, which
detects and jams the hostile threats with an appropriate electronic
countermeasures technique(s). The antennas used for both the RSDS and
ATRJ systems and their respective designs are proprietary in nature to
AEL and contain some patented technology. Interested sources shall be
capable of providing the technical personnel and materials, test
equipment, facilities to repair, modify or integrate/interface with
other onboard systems and improve/maintain the AN/APR-39A(V) and/or
ATRJ front-end technology (i.e. Receivers and Antennas). Task to be
performed will include but not limited to, engineering support of bench
mockups or on various aircraft, preparing technical engineering
reports, tear down and inspection, overhaul and repair, field services,
brass/bread board designs, technical studies for proof of
concepts/tradeoff analysis, and advanced technology studies on how to
improve technical performance of electronic countermeasure and radar
