(703) 355-2608. The U.S. Army Topographic Engineering Center (USATEC)
intends to award an indefinite delivery, indefinite quantity contract
for a base year with four additional one year options. The contractor
shall be required to demonstrate a production capability for generating
Terrain Databases (TDBs) using existing S100 software tools and formats
such as Vistaworks, Flight and Multigen. Experience using ARC/INFO
Geographic Information System and Triangulated Irregular Networks (TIN)
with sources such as Digital Terrain Elevation Data (DTED) Level I or
II, Interim Terrain Data (ITD), TIGER, Digital Line Graphics (DLG),
Digital Chart of the World (DCW), etc, will also be required. The
contractor must also demonstrate the ability to generate database maps
of the TDBs. The topographic representation for these TDBs will
include but not be limited to Feature data such as vegetation, soils,
surface water, built-up areas, road net representation or
classification and model representation of priority features. The
contractor shall be required to work with new technologies such as the
Digital Stereo Photogrammetric Workstation (DSPW) and be able to
extract information from maps and imagery such as national source,
Spot, Landsat, etc. The contractor may also be required to
independently develop, document and implement new technologies for the
production of synthetic environment databases. The contractor will
develop and implement a testbed for the integration of Rapid
Construction of Virtual Worlds (RCVW) technology into the synthetic
environments database production process. Knowledge and experience in
the areas of photgrammetry, geography, geodesy and photo-interpretation
will also be required. The contractor will also provide technical
support assistance and training for other members of the Modeling and
Simulation (M&S) community who are using S1000 or DPW generated
databases. This assistance may involve at times facilitating
compatibility and interoperability between divergent systems in the
user community. Travel may be required to collect information necessary
for the generation of TDBs. The contractor will be required to work
within a classified environment and must have personnel cleared to the
Top Secret SCI level at the time of award. The contractor must have
access to a Secure Compartmented Information Facility. Copies of the
