Dreger, Contracting Officer, (904)234-4863. The Naval Surface Warfare
Center, Dahlgren Division, Coastal Systems Station, Panama City,
Florida, intends to award a contract for technical support to perform
a Feasibility Study (FS) related to a remotely controlled NATO
Influence Minesweeping System (NIMS). The nations involved in the FS
will be Canada, France, Norway, and the United States. Any effort
related to development or acquisition beyond the FS would be the
subject of new solicitations, and is not a part of this FS program. The
objectives of the FS phase are: (1) Develop a technology database
related to the influence sweeping of sea mines using electromagnetic,
acoustic, and hydrodynamic minesweeping systems in combinations of
electromagnetic, electromagnetic/acoustic, and
electromagnetic/acoustic/hydrodynamic. (2) Study/analyze, program and
justify alternative sweep subsystems and total systems concepts. (3)
Complete tradeoff studies of development and production costs and risk
versus system performance requirements. (4) Estimate the cost of
developing and producing proposed system concepts. The level of
proposed effort is slightly less than $2,000,000. The prime contractor
shall have its main offices in the United States. The nations of
Canada, France, and Norway shall have subcontractors that can be either
commercial firms or government laboratories or both. National expertise
must be considered in the formulation of the consortium. The work and
cost-sharing among the prime and the total for each of the other
nations' subcontractors shall be equal to the maximum extent possible
consistent with high technical merit, reasonable cost, and the need to
achieve timely, economical, and efficient execution of the FS. The
prime contractor shall be responsible for coordination of all
contractual efforts in the FS program. The desired date for the
commencement of the FS is late 1995. The estimated time required to
complete the FS will be a maximum 18 months. Formal requests for the
