INSPECTION, MONITORING, MANAGEMENT, PLANNING, AND DESIGN FOR ABATEMENT

Sanders, 303/969-2789 The National Park Service (NPS), Denver Service
Center in support of the Solid and Hazardous Waste Management Program,
is seeking organizations or teams to perform work under indefinite
quantity contracts for investigation, design, and construction
oversight and inspection of hazardous and non-hazardous materials and
waste assessment at NPS sites. More than one contract may be awarded as
the result of this solicitation. The contract(s) will include projects
located in the States of Alabama, Connecticut, Delaware, Florida,
Georgia, Kentucky, Louisiana, Maine, Maryland, Massachusetts,
Mississippi, New Hampshire, New Jersey, New York, North Carolina,
Pennsylvania, Rhode Island, South Carolina, Tennessee, Vermont,
Virginia, and West Virginia, as well as the District of Columbia,
Puerto Rico, and the Virgin Islands. Hazardous wastes and materials
shall include, but are not limited to, asbestos, PCB's, radon, lead,
and other regulated hazardous waste as defined by 40 CFR Part 261.
Non-hazardous wastes and materials shall include, but not be limited
to, petroleum, refuse, recyclables and other wastes as defined in 40
CFR. Project areas may include, but are not limited to, all types of
NPS facilities and sites including historic and non-historic
structures, visitor centers, administration and maintenance facilities,
concession facilities, comfort stations, campgrounds, picnic areas,
roads, trails, parking, water and sewage treatment facilities,
underground storage tanks, waterfront facilities, landfill areas,
undeveloped land, contamination of and soils, air, and surface and
ground water. The services desired include, but are not limited to,
Title I Services: including hazardous and non-hazardous materials
investigation; preliminary site assessments; on-site monitoring of
soil, water, or air; sample collection; laboratory testing and
analysis; identification of hazardous materials; solid waste and
hazardous and non-hazardous waste management planning; revision and
editing of guidance handbooks; landfill analysis and closure
reports;data-base development; and solid waste assessment testing,
Title II Services: including development of construction drawings;
construction specifications; and construction estimates for
neutralization, treatment, containment, remediation, abatement, and/or
removal of hazardous and non-hazardous waste and for removal, cleanup,
and installation of UST's, Title III Services: including construction
oversight; site visits; on-site monitoring and testing during removal;
review of submittal and shop drawings; and preparation of record
as-built drawings, other services incidental to identification and
assessment of contaminated/hazardous materials, such as: removal and
disposal of contaminated/hazardous materials resulting from the A/E's
investigative efforts; training of on-site NPS personnel, environmental
audits, and legal support. Required disciplines include certified
asbestos and other hazardous materials inspectors, certified industrial
hygienists, laboratory technicians, hazardous materials planners,
geologists, hydro- geologists and civil/environmental engineers. All
testing and analysis shall be performed by an EPA certified laboratory
and the A/E shall have in place a Quality Assurance/Quality Control
plan. All work performed by the A/E shall be /under the direction of a
Professional Engineer registered in the state or territory to which
the work pertains. All work performed will be in compliance with the
following acts, as applicable: CAA, CWA, RCRA, CERCLA/Superfund as
amended by SARA, TSCA, NEPA, FIFRA, SDWA, OSHA, HMTA, as well as all
other applicable Federal and state laws, regulations and local
ordinances. In accordance with Public Law 100-418 and Executive Order
12770, all Federal design work is to be performed using the metric
system of weights and measures. Design work under this contract(s) may
be subject to this requirement. The following criteria, in descending
order of importance, shall be used in the evaluation of prospective
firms. Please note that this criteria shall be used by the NPS in lieu
of the criteria listed under Note 24. 1. Professional qualifications
of the firm and staff proposed for the performance of the desired
services. 2. Specialized and recent technical experience in hazardous
and non-hazardous waste and solid waste services for facilities similar
to those listed above and at locations within states enumerated. 3.
Prior project experience, in the stte(s) where the work is to be
performed, in successfully complying with provisions of federal and
state regulations as identified in RCRA, CERCLA, SARA, HMTA, TSCA, and
OSHA. 4. Compliance with certification, professional licensing and
registration requirements of EPA and the state(s) as listed above. 5.
Performance on previous projects including demonstrated ability to meet
schedule, cost control, and quality required on completed projects. 6.
Capacity to accomplish more than one project at a time on short time
schedules. 7. Demonstrated success in prescribing the use of recovered
materials and achieving waste reduction and energy efficiency in
facility design. The total of all task orders per year per contract
will not exceed $2,000,000 and each task order will not exceed
$500,000. The contractor(s) is guaranteed a minimum amount of $50,000
during the life of the contract. The term of the contract(s) shall be
one year with four, one-year options. This procurement is open to small
and large businesses pursuant to Public Law 100-656. The NPS welcomes
the participation of small business firms including woman and minority-
owned and operated A/E firms and encourages large business firms to
include small business firms as part of their team if they have the
need to employ subcontractors. If the apparent successful offeror is a
large business, they will be required to submit a subcontracting plan
which will separate percentage goals for using small business concerns
and small disadvantaged business as subcontractors. The Government will
not indemnify the selected firm against liability involving hazardous
or non-hazardous materials or waste; that is, no clause holding the
firm harmless will be included in the contract(s). Only firms fully
meeting the requirements described in this announcement are invited to
submit a Letter of Interest, a completed Standard Form (SF) 254 for
each firm, and a team SF 255. Submission of office brochures is
encouraged only to the extent that they graphically (via drawings and
photographs) substantiate the work specifically described on the SF 254
and 255. See Note 24. The National Park Service has adopted sustainable
design as the guiding principle for park planning and development. In
practice, sustainable design utilizes best available solutions within
the design tradition of the NPS and conserves global resources,
utilizes energy efficiently, recyces materials and waste, and specifies
ecologically responsible methods, practices, and materials in the
construction of park infrastructure. In support of the principles of
conservation of resources and recycling materials, submissions should
consist of as much recyclable paper as possible and the submission
should be organized in such a manner that the recyclable material can
be easily removed after evaluation. To the extent possible,
printed/copied double-sided paper documents will be submitted.
Responses must be received before 4:30 p.m. (Denver time) 30 calendar
days from date of this publication (first workday following a weekend
or holiday) in order to be considered for selection. This is not a
