NREL anticipates issuing Request For Bids (RFB) No. RAB-5-15682 on or about September 26, 1995 for bids from firms who have interest and experience in construction of 15 KV underground electrical distribution systems. Project location is within the NREL South Table Mountain permanent site in Golden, Colorado. The project consists of the replacement of the current 13.2 KV underground radial fed system with a new loop fed system, including installation of new switches and 13.2 KV: 480 V transformers, reconnection of existing switches and 13.2 KV: 480 V transformers, and includes all work required for testing and energization of equipment. Proposals will be accepted on an unrestricted basis (full and open competition) from all responsible and responsive offerors. Offerors responding to the solicitation will be evaluated for responsibility, as a minimum based on the following minimum qualifications: 1) Must have a current insurance EMR rating of 1.0 or less at the time of bidding; 2) Must have a minimum of ten (10) years experience in the construction of 15 KV underground electrical distribution systems; 3) Proposed project manager and Superintendent must each have a minimum of five (5) years experience in the management of the construction of 15 KV underground electrical distribution systems; 4) Must perform at least twenty percent (20%) of the work with its own organization; and 5) Must provide a minimum of five (5) references from precious clients for which related construction has been performed. The estimated magnitude of this project is between $250,000 and $350,000. Tentative date set for award is on or about November 3, 1995 with a tentative date for receipt of bids on or about October 28, 1995.
