plans to issue a Request for Quotation (RFQ) to procure a support
structure for a heliostat -- The following are some of the design
requirements -- MIRROR SUPPORT STRUCTURE - The support structure must
be capable of supporting and controlling mirror modules with a total
size of 24 feet x 20 feet, and weigh a minimum of 2,000 lbs -- The
structural stiffness of the support shall minimize mirror deflections
caused by mirror movement and winds -- The mirror cannot move more than
3 milliradians at wind speeds of 10 mph -- The structure shall
withstand total wind loads of 70 mph with mirror modules attached --
DUAL AXIS GEAR DRIVE - A dual axis gear drive shall be provided to
allow the mirror to be moved to a parallel and a vertical position with
respect to the ground -- Two-stage gear trains shall be provided for
tracking the sun in both azimuth and elevation -- No backdrive is
required -- The positioning accuracy of 1 milliradian is required --
CONTROL SYSTEM - The control software shall provide open loop sun
tracking (year-round in Huntsville, AL) -- Software shall provide
position status and allow independent positioning -- The software shall
determine the difference between the actual mirror position and the
calculated position, and make necessary corrections -- TRACKER - A
tracker shall be used to determine the mirror's actual position --
DRIVER - Control electronics with standard 120 VAC drive motors, and
limit switches shall be provided -- Onboard electronics using a serial
link shall be provided to interface with a 80486 PC computer --
Complete specifications will be included in the RFQ -- This procurement
is being conducted under the Simplified Acquisition Threshold (SAT)
portion of the Federal Acquisition Streamlining Act (FASA) -- Copies of
the RFQ are available by downloading from the Internet -- Transmission
by facsimile to 205-544-0335 or by Internet e- mail to
teresa.foley@msfc.nasa.gov is acceptable -- The RFQ will be posted on
or about 15 days after publication of this notice in the Commerce
Business Daily (CBD) -- The RFQ will have a 15 day response period --
This procurement is a total small business set-aside -- No ard copies
of the solicitation will be available -- The solicitation and any
related documents to this procurement will be available only over the
Internet -- These documents will be in ASCII format and reside on a
World-Wide Web (WWW) server, which may be accessed using client
browsers, such as, MOSAIC -- The WWW address, or URL, of the MSFC
