Infrastructure Project (TIP) intends to issue an order to AT&T to
maintain its existing regional hub to service the northeast United
States in an AT&T Central Office in Washington, D.C. The NAVSEA
Enterprise Wide Network (NEWNET) hub consists of racks of communication
and computer equipment. These devices are housed in an AT&T Central
Office where expansion is available, protected from unauthorized
access, operated in a controlled temperature and humidity environment,
and be located such that support services are available on request and
backhaul connections are eliminated. The only way to meet these
requirements is to locate the equipment within the carrier's central
office. NEWNET is using AT&T network services (ATM and private lines at
present; frame relay and ISDN expansion possible in the future). AT&T
is the only vendor that can provide the resource. Performance period
