C -- UPGRADE MORGUE SOL 653-1-96 DUE 102595 POC Contracting Officer, Kathy Davis, (503)440-1331 Provide Architect Engineer Services to furnish fully developed construction documents, including schematic design development submission, 50% and 95% construction document submission and 100% working drawings, technical specifications, site visits, cost estimates, construction period services and related work for Project 653-96-101, Upgrade Morgue at the Department of Veterans Affairs Medical Center, Roseburg, Oregon. Scope of the project consists of design for the relocation and construction of a new morgue, including backfill of the existing morgue. Technical capabilities required are mechanical, electrical, architectual, structural and environmental disiplines. A certified industrial hygienist must be part of the design team to conduct asbestos survey to identify areas that will require asbestos removal and to provide construction administration services. Contractor will be selected based on the criteria outlined in FAR Part 36. Factors for evaluation in order of priority are: (1) Professional qualifications necessary for satisfactory performance of required seravices; (2) specialized experience and technical competence in the type of work required (3) capacity to acomplish the work in the required time with assigned key personnel; (4) past performance on contracts with government agencies and private industry in terms of cost control, quality of work, and compliance with performance schedules; (5) geographical location of firm with respect to the work site and knowledge of local area. Area of consideration is restricted to firms in the State of Oregon. Estimated construction range is $100,000 to $250,000. A/E firms which meet the requirements described in this announcement are invited to submit Standard Form 254 and 255 to the Contracting Officer (90C), VAMC, 913 N.W.
