70 -- SOFTWARE POC Ms. Elizabeth Clark tel: (410) 965-9465 The Social Security Administration (SSA) has a requirement for commercial-off-the-shelf software, maintenance, technical services and hotline support to automate its human resource processes. Contractor maintenance and technical services will be required for the 5 years systems life of this requirement. The technical services will entail approximately 100,800 hours over the life of the contract. The software shall automate SSA's human resource workflow functions, business processes and information management. The human resource business processes to be supported include: Employee Benefits, Employee Services, Employee Training and Development, Equal Employment Opportunity, Labor Management Relations, Performance Management and Incentives, Organization Management, Position Classification, Recruitment, Management of Appointments and Separations and Processing of Official Personnel Actions. SSA intends to implement the software in a client/server environment. Oracle (version 7.1) is the current interim RDBMS supporting SSA's administrative data base servers. In the future, SSA plans a full and open competitive acquisition of RDBMS software. The human resources software to be acquired under this procurement must run under Oracle 7.1 (or higher) and be portable to other enterprise class RDBMS, providing SSA the capability to run under a different RDBMS if necessary. The software must use a Graphical User Interface. The technical services required are to address installation; the establishment of databases and interfaces; customization of the COTS application software; documentation; validation; and training. A draft solicitation for this requirement was previously announced in the June 30, 1995 edition of the Commerce Business Daily and was released on July 21, 1995. The final version of the solicitation will be issued on or about November 15, 1995 with proposals due 30 days later. Previous respondents to the above DRAFT synopsis/solicitation NEED NOT resubmit a request for the final solicitation.
