Pentagon, (703) 693-7248. The Office of Naval Research and the N875
Science & Technology Branch are interested in receiving white papers
which discuss proposals for scientific research and exploratory
development in the areas of new technology, identifying and countering
threats to the submarine force, as well as any other areas of interest
that can improve overall submarine force security/survivability. The
area of interest includes the full spectrum of issues that will help to
quantify the potential threat as well as improve submarine force
survivability. The range of issues for which proposals are sought
includes: basic physics, sensor development, signal and noise modeling,
detection algorithms (signal processing), performance assessments,
countermeasure development (proof-of-concept), at-sea exercises and
demonstrations, operations research analysis, littoral self defense
concepts, technology areas such as passive acoustics, active acoustics,
non-acoustics (magnetics, lasers, infra-red, wake phenomenology, etc.)
and submersibles (manned and unmanned). Deliverables expected under
proposed efforts are to include, but not be limited to, preliminary
detectability assessments, quarterly progress reports, and a detailed
final report and related brief. This notice constitutes a Broad Agency
Announcement as contemplated in FAR 6.102 (d) (2). This announcement
will be open for a period of one year from publication. White papers
may be submitted at any time during the period to Head, Submarine
Security Program (N875C), Chief of Naval Operations, Pentagon, Room
4D534, Washington, DC 20350-2000. The purpose of the white paper is to
preclude unwarranted effort on the part of an offeror preparing a full
proposal. Any offeror whose white paper is found to be consistent with
the intent of this BAA may be invited to submit a full technical and
cost proposal. Such invitation does not assure a subsequent award.
Interested offerors must submit three (3) copies of a white paper using
the following format: (A) Cover page, clearly labeled ''WHITE PAPER'',
including BAA title and date, proposal title, plus administrative and
technical points of contact along with telephone ad facsimile machine
numbers, (B) One page summary of the technical ideas for the proposed
research, (C) One page summary of the deliverables associated with the
proposed research, (D) One page summary of the schedule and milestones
for the proposed research, including rough estimates of cost for each
year of the effort and total cost, (E) One page listing of key
personnel along with the approximate percentage of time to be expended
by each person during each contract year, (F) Concise summary, two (2)
pages only, of the qualifications of key personnel, (G) Technical
rationale and approach, three (3) pages only, which contains arguments
to substantiate claims made in Section (B) and is consistent with
Sections (C) and (D). Proposals (three (3) copies) may be requested of
those white papers deemed to be of interest. The Government reserves
the right to select for award all, some or none of the proposals.
Evaluations of white papers and subsequent proposals will be made using
the following evaluation criteria: (1) Overall scientific or technical
merit, and (2) Potential contributions of the effort to the Submarine
Security Program, (3) The offeror's capabilities, related experience,
facilities, techniques and unique combinations of these which are
integral factors for achieving the objectives, (4) The qualifications,
capabilities, and experience of the proposed principle investigator,
team leader, or key personnel who are critical in achieving the
objectives, and (5) Realism of the proposed cost and availability of
funds. Participation is encouraged by universities, Historically Black
Colleges and Universities, Minority Institutions, nonprofit and
