K -- MODIFICATION OF EUQIPMENT-AN/USC-43(V) ADVANCED NARROWBAND DIGITAL VOICE TERMINAL (ANDVT) TACTICAL TERMINAL (TACTERM) POC V. DUBERRY, 0232, (703) 602-0642. Synopsis No. 65. The Space and Naval Warfare Systems Command (SPAWARSYSCOM) is seeking qualified sources for the development and production of modification kits for the AN/USC-43(V) Advanced Narrowband DigitaL Voice Terminal (ANDVT) Tactical Terminal (TACTERM). The ANDVT TACTERM consists of the CV-3591(P)/U Basic Terminal Unit (BTU) and the KYV-5 Communications Security Module (CM). The TACTERM is the primary tactical secure voice terminal in use by the Navy and is used extensively on HF, UHF LOS, UHF SATCOM, SHF SATCOM, and EHF SATCOM channels. TACTERM provides secure voice at 2400 bps using LPC-10 voice processing algorithm, and secure data at 300, 600, 1200, and 2400 bps. The BTU contains red and black processors, and the CM provides encryption and decryption. The modification may include benign key fill, expanded processor capabilities, increased data rates, and other features to improve operational and logistical support of currently fielded units. It is anticipated up to 400 modification kits will be procured for test and performance verification. Sources that responded to Synopsis No. 62 of 29 August 1994 need not provide qualification statements in response to this notice, but should provide clearance information. SPAWARSYSCOM plans to conduct a one day briefing for qualified industry firms on 19 October 1995. Interested firms that have qualifications and expertise in the following areas are invited to attend: expertise and experience in the software operation of the CV-3591 or similar voice terminals or the KYV-5 or similar COMSEC devices, experience in manufacturing CV-3591 or similar voice terminals or the KYV-5 or similar COMSEC devices, facilities where the upgrade would be manufactured, facility security clearance classification, and COMSEC account number. Those firms interested in attending the 19 October briefing must provide a written summary of their qualifications by 10 October 1995 to Commander Space and Naval Warfare Systems Command, Attn: Ms. Vera Duberry Code 02-32F, 2451 Crystal Drive, Arlington, VA 22245-5200. No phone calls please. A security clearance of secret is required to attend the briefing.
