(BOS) AND AIRCRAFT MAINTENANCE AT TYNDALL AFB FLORIDA POC Elizabeth
Faykus, Contracting Officer (210) 652-3551. This is an OMB Circular
A-76 cost study and a contract will NOT be awarded if government
performance is determined to be more advantageous. This requirement
does not include environmental remediation. The BOS services include
the functional groupings of Civil Engineering, Transportation,
Supply/Fuels, and Information Management. The aircraft maintenance
services are in support of F-15 aircraft. These services are further
defined below. The solicitation will allow for multiple award of any
combination of the functional groupings and is scheduled to be released
in Nov 95. THERE IS A NON-REFUNDABLE FEE FOR THIS REQUEST FOR PROPOSAL
(RFP). The fee for all documents, excluding blueprints, is $150.00. If
you are interested in receiving RFP with BOS documents only (excluding
blueprints), the fee is $110.00. If you are interested in receiving
the RFP with Aircraft Maintenance documents only, the fee is $40.00.
The blueprints will be available after release of the RFP via a
separate request. Please make your check or money order payable to the
U.S. Treasury, and include it with a written request for RFP. Any
request for RFP without the check or money order will NOT be added to
the RFP mailing list. IDENTIFY ON THE CHECK OR MONEY ORDER AS WELL AS
ON YOUR LETTER, THE SOLICITATION NUMBER AND THE PORTION OF THE RFP YOU
ARE REQUESTING. (i.e., ALL, BOS ONLY, MAINTENANCE ONLY) Upon release,
the RFP may be viewed free of charge in the contracting office. Please
contact Ms Faykus to arrange a viewing time. Services will be mainly
performed at Tyndall AFB FL (other FL locations are identified below).
The period of performance includes a 2-month mobilization period (1
Feb 97-31 Mar 97) The basic period of performance is 6-months (1 Apr
97- 30 Sep 97). There are four 1-year options (Opt I-1 Oct 97-30 Sep
98) (Opt II-1 Oct 98-30 Sep 99) (Opt III-1 Oct 99-30 Sep 00) (Opt IV-1
Oct 00-30 Sep 01). The functional groupings are further defined as 1)
Civil Engineering (CE),which includes requirements to maintain all
assigned facilities, associated systems and supporting infrastructure
at Tyndall AFB FL, and other FL off-base sites to include
Appalachicola, Carrabelle, Cove Gardens Military Family Housing Area,
Lynn Haven, Springfield, Saint George Island, and Sumatra. 2)
Transportation includes traffic management, combat readiness, vehicle
maintenance, vehicle operations, mobility deployment, disaster
prepardness, and other exercise and contingencies. 3) Supply/Fuels
includes services to perform the management and operation of the supply
and fuels functions including performance of all Material Management
responsibilities in research, processing customer requests, the control
of stock levels and follow-on coordination, receive/maintain
accountability of all auditable documents, establish/maintain an
effective training program, perform immediate mission capability
(MICAP) support, repair cycle management, mobility bag and weapons
management, ensure a forward asset support training (FAST) operation is
established and functioning. Fueling services support all assigned
aircraft, subscale drones, etc. and manage requisition, receipt,
storage, issues, quality control of petroleum fuels and cyrogenic
products. In addition, responsibilities include services associated
with being AF Standard Base Supply System (SBSS) software test base. 4)
Information Management Services include Automated Base Publishing
Distribution Office, Publications and Forms Management Office,
Administrative Communications, and Postal Service Center functions. 5)
Aircraft Maintenance Services (F-15) are in support of the
fabrication, accessories, propulsion, avionics, test, measurement, and
diagnostic equipment, aerospace ground equipment, armament and
munitions operations. There is also a mobility deployment mission in
the maintenance requirement. As stated before, this is a cost study and
a contract will be awarded only if the study favors contract
performance over government performance in accordance with OMB circular
A-76. As announced to Congress, the number of funded authorizations
performing the services during FY94 are Civil Engineering-231,
Transportation-139, Supply/Fuels-308, Information Management-11, and
