Specialist, Mona Selden, 301/415-7907. The U.S. Nuclear Regulatory
Commission (NRC) conducts urinalysis testing to detect and deter
illegal drug usage by its employees, applicants, and occasionally, NRC
contractor personnel. NRC conducts six types of testing: (1) random;
(2) reasonable suspicion; (3) applicant; (4) accident or unsafe
practice; (5) voluntary; and (6) follow-up, following
rehabilitation/counseling. This contract is to seek two highly
qualified doctors to review all employee, applicant, and contractor
personnel urinalyses test results; interpret and evaluate positive
results; and advise the NRC management officials of their evaluation
and findings. Procedures for the MRO Services are controlled by the
''Scientific and Technical Guidelines for Drug Testing Programs''
issued by the Department of Health and Human Services (HHS Guidelines),
dated June 9, 1994. NRC's Program includes split sample collection. The
Defense Nuclear Facilities Safety Board will also be supported under
this contract. The period of performance is two years, with three
one-year options. A fixed-price requirements contract is anticipated.
The Standard Industrial Classification code for the services required
is 8011. This proposed procurement is under a 100 percent small
business set- aside. The small business size standard is annual
receipts for the preceding three fiscal years not-to- exceed $5.0M.
