R -- HARDWARE/SOFTWARE MAINTENANCE OF DEFENSE MAPPING AGENCY PRODUCTION SYSTEM POC Contracting Officer, Robert G. Gathright, (301) 227-2302, FAX (301) 227-2218 Sources Sought Request - The Defense Mapping Agency (DMA) is seeking potential sources for performance of hardware and software maintenance for the DMA Production System, and its relative clone, the PETROS system which is based at Military Survey in Feltham, United Kingdom. The DMA Production System (DMA/PS) is composed of the Digital Production System (DPS), and other smaller related digital based production systems. The DPS comprises the major portion of the DMA/PS and consists of both production and service segments. The service segments are the: Data Services Segment (DS/S), the Source Acquisition Segment (SA/S), and the Program Management Segment (PM/S). The Production Segments are: The Product Generation Segment (PG/S), the Source Preparation Segment (SP/S) and the Data Extraction Segment (DE/S). All equipment is operational and is being used to produce Mapping, Charting and Geodesy (MC&G) products or used to support maintenance activity. The DPS Designated System Environment is the operational production environment shared across three production sites. The DPS has three segments (PM, DE, and PG) that employ Knowledge Based Systems (KBS). All three KBSs are characterized by an inference engine and all three represent expertise in the form of rules. The DPS is supported by the: (1) Integrated Development and Maintenance Environment (IDME) at DMA production sites; (2) the DMA Depot; (3) and an approved Configuration Management System (CM). The IDME is currently distributed across the three DMA sites (Bethesda MD, Reston VA, and St. Louis MO), and provides for integrated hardware and software support for all DPS functionality. It includes mainframe capacity for service functionality as well as production workstations and processor access. THIS IS NOT A FORMAL SOLICITATION, NOR A REQUEST FOR PROPOSAL, AND THERE IS NO INTENT TO AWARD A CONTRACT based on information obtained from this Sources Sought announcement. The Government's objective in making the announcement, is to obtain a listing of interested Contractors who are capable of providing operations maintenance and technical services for the DMA/PS (located in Bethesda D, Reston VA, and St. Louis MO), and for its virtual clone, the PETROS System (based at Military Survey, Feltham, England). The DMA/PS and the PETROS System are critical systems for providing the use of digital technology in support of the MC&G user community. These systems require that their operations and maintenance services be under strict management and configuration control. Production operations are a priority consideration during any maintenance activity and configuration baseline change. The operations and maintenance philosophy employed by DMA is based on the concept of ''smart customer''. The ''smart customer'' philosophy is defined as the total integration of DMA and Military Survey personnel into the maintenance process, where maintenance is accomplished by a combined Contractor/Government team providing for the hardware (except for the PETROS hardware maintenance), software and engineering maintenance of the DMA/PS and PETROS production systems. It is anticipated that a draft STATEMENT OF WORK will be issued for industry comment in the first quarter of FY96. Please send responses to this sources sought to the Contracting Officer, Robert G.
