Bureau of Reclamation, Administrative Service Center (ASC) has a
requirement for an integrated off-the- shelf PC package which provides
for the automated tracking of EEO complaints under Title II and Title
VII. The package shall include data elements for complainant name,
status of case, date filed, date of last update, completion target
date, date case transferred, date of last status change, job title, pay
plan, series, grade, bureau, location, state, basis of complaint, date
of investigation, investigator identity, and remedy. Software shall
include status history which is automatically updated when new actions
are entered, including date of investigation, investigation results,
date of election notice, date case closed and reason for closure
including dismissal, settlement, withdrawal, or when cases are
transmitted to EEOC for a hearing or to OEOP for issuance of a final
decision on the record. The package shall include tracking of all costs
associated with the complaint, tracking of appeals to EEOC, and history
of where and when original case data is stored after closure. The
package shall include standard pre-programmed reports for status and
aging reports and the ability to rapidly develop custom reports on an
ad hoc basis with a report generator. Software shall include security
to provide for compliance with the Privacy Act, with multiple levels of
access to include view only, new case data entry, case modification,
case closure, and report generation. Software must be executable on IBM
compatible PCs running under Microsoft DOS, Windows, and Unix operating
systems, on Novelle and Banyan Vines networks, with CGA, EGA, VGA, SVGA
monitors, and with printed reports produced for dot matrix, HP Laser
Jet and Postscript printers. Interested concerns shall respond within
30 days of the date of this notice and provide sufficient detail
describing how the above-listed specifications will be met and include
hardware, software and licensing requirements. Prices lists, if
applicable, shall be included. This is not a formal solicitation;
however concerns which respond may reuest to receive a copy of the
solicitation when it becomes available. This synopsis may represent the
only official notice of such a solicitation. Responses must be in
writing, reference this notice, and shall be submitted to the above
