USACERL requires laboratory use and systems support for geographic information systems (GIS) with emphasis placed on close proximity of laboratory to USACERL. Use of laboratory facility shall focus on research and development methodologies for next generation technics emphasizing environmental modeling, and visualization and optimization of land use management. The proposed procurement will be on a SOLE SOURCE basis in accordance with FAR 6.302-1. The Contracts Office intends to negotiate a firm fixed price contract with the University of Illinois, because the University is the only known source that can fulfill this requirement. Request for Quotation (RFQ) DACW88-95-Q-0755 will be issued on or about 16 October 1995 with the closing date on or about 31 October 1995.
