The US Army Research Laboratory (ARL) has a requirement for Establishment of a Technical Assessment Board (TAB). ARL intends to negotiate with The National Academy of Sciences (NAS) under the authority of 10 USC 2304(c)(1), only one responsible source. NAS is uniquely qualified to perform this work by virtue of their Congressional charter, which established NAS in 1863 ''to act as an official, yet independent, advisor to the Federal Government in matters of science and technology.'' Under this proposed contract, NAS will establish and oversee an advisory committee to analyze and make recommendations on ARL research efforts. The NAS, through their National Research Council (NRC), would establish the TAB, which would in turn create six panels to review the scientific and technical quality of work done both at the ARL internal laboratories and other institutions through ARL's federated laboratories structure. The panels will completely review the programs within their cognizant mission areas over one to three years. Each panel will provide a written report of their findings to ARL. The basic contract is expected to have a one year period of performance, and the contract will include two option years. All responsible sources may submit a bid or proposal which will be considered by the Agency. No telephone requests will be honored. (0270)
