Kaiser-Hill, L.L. Company, a Department of Energy Integrating
Contractor at the Rocky Flats Environmental Technology Site (RFETS),
approximately 12 miles south of Boulder, Colorado contemplates the
award of a Firm Fixed Price Subcontract on the basis of fair and
effective competition. This procurement includes
furnish/construct/install Phase A of the Criticality Alarm and Plant
Annunciation Systems Upgrade (CAPASU). Phase A is a fiber optic
Communication Network (CN) that transmits safety and security signals
to support fire alarms, criticality alarms, video surveillance, PA
announcements, telephone systems and computer LAN systems. A portion of
the network supports a Vital Safety System. For that reason and DOE
Security Order 5632.1C, the CN in conjunction with the User's hardware,
will include redundancy necessary to insure continuous operation in the
event of failure. This proposed procurement includes furnishing and
installing the main CN, a 27,000 foot loop that connects 27 buildings,
plus 5 (five) other cables ranging from 5,000 feet to 18,000 feet in
length that serve other point to point locations at the site. Fiber
count is from 80 to 156 fibers per cable. Work will include both linear
and conduit installations, and fusion splicing. Optical fibers shall
meet EIA/TIA-492, A, B, and C. Cables shall be installed in accordance
with specifications and manufacturer recommendations. Construction
subcontractor and lower-tier subcontractors must have the ability to
obtain Foreign Ownership, Control, or Influence (FOCI) approval from
the DOE. This site is a government nuclear facility, and therefore, DOE
level ''L'' clearance will be required for portions of the work.
Offerors and their applicable subcontractors will be evaluated based on
demonstrated experience such as: 1) installations in support of vital
safety systems at nuclear facilities, 2) installation of fiber optics
in government nuclear facilities, commercial nuclear facilities, and
other large industrial / commercial installations, 3) comprehensive
QA/QC programs, that include oversight and verification of the material
manufacturers, lower tier subcontractors, and the subcontractor for
procurement installation, and tesing, and 4) experience with OTOR and
attenuation testing equipment. The tentative solicitation issue date is
November 22, 1995. Magnitude of work to be performed under this
procurement is $2,000,000 - $4,000,000. Award under this solicitation
is contigent upon funding, and the current and future needs of the
RFETS. Contractor will not pay proposal preparation costs and makes no
warranty as to the amount of services to be required, if any.
