SERVICES TO BE PERFORMED ENVIRONMENTAL REMEDIATION PROGRAM: MODIFICATION NO. 1. This announcement modifies the original announcement which appeared in the 14 Mar 95 CBD. Changes/new information is as follows: 1) The Pre-proposal conference is presently scheduled for 5 Oct 95 at 1330 at the Wright-Patterson AFB base theater as stated in the Executive Summary of the Draft Request for Proposal (DRFP). See Clause L-555 of the DRFP for instructions for those planning to attend. NOTE: If no budget is passed and the debt ceiling is not raised by close of business September 30, 1995, the federal government may have to shut down on October 1, 1995. If the shut down occurs, the alternate date/time for the Pre-proposal conference is 18 Oct 95, 1:30 PM, Base Theater. If the government is still in a shut down mode on the alternate date, a new date will be established and that notification will be forwarded to you via the CBD. 2) DRFP solicitation packages were sent to all sources that requested one. A cost of $100.00 will be charged for EACH set of the ''formal'' Request for Proposal (RFP) solicitation package. In order for potential offerors to receive the ''formal'' package, a new written request must be submitted to ASC/PKWOE, ATTN: Bldg 260, 1940 Allbrook Drive, Wright-Patterson AFB, OH 45433-5309. The request must be accompanied by a non-refundable check or money order made out to Accounting and Finance. Refunds will only be issued in the event the project is canceled and not resolicited. The anticipated release date for the ''formal'' RFP is mid November. This acquisition involves the remedy of all environmental contamination problems resulting from inappropriate waste disposal practices at various sites located on or contiguous to properties under the control of or supported by Wright-Patterson Air Force Base, Ohio (WPAFB) or the Aeronautical Systems Center (ASC) Government Owned Contractor Operated (GOCO) plants. The eleven (11) GOCO plants under ASC oversight are # 3 in Tulsa, OK, PJKS in Denver, CO, #4 in Forth Worth, TX, #6 in Atlanta, GA, #36 in Cincinnati, OH, #42 in Pamdale, CA, #44 in Tucson, AZ, #59 in Binghamton, NY, #70 in Sacramento, CA, #78 in Brigham City, UT, and #85 in Columbus, OH. Remediation will be required on such sites as landfills, chemical disposal sites, coal storage areas, fire training areas, spill sites, earthfill disposal zones, and any resulting contamination to soils, groundwater, or surface waters. The contract(s) will require labor, equipment, material and transportation to respond to requests for environmental remediation, including, but not limited to, Comprehensive Environmental Response Compensation, and Liability Act (CERCLA) removal and remedial actions and Resource Conservation and Recovery Act (RCRA) corrective actions, at sites under the control of the federal government and at which the federal government has been determined to be a generator. The government may issue individual orders requiring delivery to, or performance at, multiple site locations on or contiguous to properties under the control of or supported by WPAFB or ASC. The major tasks required in the contracts will include: 1) REMOVAL ACTIONS: expedited responses to rapidly resolve a situation that has been identified as a threat to human health or the environment. This would include such actions as hazardous waste (including low level radioactive) source control through rapid removal or treatment and disposal of hazardous wastes or control of waste plume migration through pumping, trenching, barriers, etc. 2) REMEDIAL ACTIONS OR INTERIM REMEDIAL actions: permanent resolution of identified hazardous waste disposal or release sites having the potential to be a human health or environmental hazard. This would include, but not be limited to, such projects as site capping, ground water pumping and treatment, contaminated soil excavation and treatment (via incineration, aeration, bio-remediation, etc.) or disposal, and in-situ treatment of soils and/or ground waters. 3) OPERATION AND MAINTENANCE of remedial actions as necessary. 4) LONG TERM MONITORING of ground water or surface water quality by routine sampling and analysis of lakes streams or wells. 5) RESTORATION ADVISORY BOARD MEETINGS: provide administrative support, including but not limited to, meeting facilities, copying/printing, public notices in local newspapers, management of RAB mailing lists, and translation and distribution of outreach and other RAB materials. The government plans to select up to fur Indefinite Delivery/Indefinite Quantity task order contracts resulting from this solicitation to the responsive, responsible offeror within the competitive range whose offer, conforming to the solicitation, offers the most substantial benefits to the government. Of the multiple ID/IQ contract awards, up to two contracts will be set aside for small businesses (partial set aside) if competitive offers are received from at least two responsive, responsible small business concerns who can comply with the limitation on subcontracting in FAR 52.219-14 and the technical criteria listed in the solicitation. The selected small business concerns must be in the competitive range and offer substantial benefits to the government. If no qualified small business concerns are identified for award, the government reserves the right to award up to four contracts to other qualified offerors. Estimated cost of the proposed acquisition is more than $10,000,000. This acquisition will be conducted utilizing AFR 70-30/AFFARS Appendix BB (Streamlined Source Selection Procedures), as modified by the AFMC FAR Supplement. The government reserves the right to award to other than the lowest offeror. Period of performance is Date of Award through 365 days. Four one-year options may be awarded. Total performance period of the contracts will not exceed 60 months from the date of award. The anticipated cumulative amount for the four contracts for 60 months will not exceed $ 75 million.
