Architect/Engineering Services for Modernization of the Internal
Revenue Service Center, 310 Lowell Street, Andover,Massachusetts
including field investigation, preparation of plans,
specifications,cost estimates,post contract construction services
(Optional) & construction management/ administration & inspection
services during construction(Optional),to make site improvements &
modernize an approximately 34,890 gross square meters(GSM),one-story
building(plus roof and mechanical penthouse levels The project will be
designed and constructed in metric units. A Program Management
Group(PMG) will be utilized to oversee this project, under a separate
solicitation. The PMG will act as an extension of the Government
(GSA)in matters such as design reviews, Partnering and Value
Engineering. The A/E will be required to participate in Partnering
during design/ construction and Value Engineering during design to meet
or exceed GSA's goals. The project involves the modernization of
Mechanical/Plumbing, Electrical,Interior Space Alterations,Repair &
Alteration of Architect- ural features & Structural elements,
improvements to exterior/site and Seismic upgrading. The construction
range is from $30 million to $40 million. The A/E fee for design
services shall be within 6 percent statutory limitation based on the
Government construction estimate at the time of negotiation. A/E Design
Services will require program coordination preparation of drawings,
specifications(AIA Masterspec & GSA Masterspec Supplements for
Divisions I,XV, & XVI direct purchase by A/E from AIA), cost estiamte,
scheduling and provision for inclusion of optional Post Construction
Contract Services & construction management/administration and
inspection services. Selection will be determined by two independent
panels: the Slate & Screen Selection Panel will develop a short listing
and the Regional Evaluation Board shall select the A/E. Selection will
be based upon 1) EXPERIENCE(35% Wt. Factor)- firms experience in
designing repair and alteration type projects with construction costs
in the multi- million dollar range with emphasis on performance under
budget & schedul- ingconstraints; 2) DESIGN ABILITY (25% Wt. Factor) -
key personnel past experience with respect to design and coordination
of repair and alteration projects of this size and complexity;3)
ORGANIZATION(25% Wt.Factor)-firms ability to meet Design & Construction
Administration and Supervision re- quirements within the designated
geographical area;4)COST CONTROL(15% Wt Factor) - firms ability to
develop accurate project budgets and control costs during design
process. Required supplmental information will include but not be
limited to: 1) An organizational chart outlining personnel to be
utilized on this project with details as to responsiblities assigned to
each; 2) Representative examples of prior relevant projects previously
completed by the firm;3)References for similar work performed during
the past five yrs including names,addresses,phone and fax numbers of
persons who may be contacted regarding the quality and performance of
past and present work. Specify the context of these references and your
specific role therein;4)A brief statement citing specific reasons from
the firm on why the firm should be selected. Familiarity with SI
(metric) units and ability to perform services in SI(metric)units is
required. Additionally, technical experience and qualifications shall
include a summary of SI ex- perience. Consideration is limited to firms
having an active design pro- duction office located within the 6 New
England States. All design work must be accomplished in established
active design offices in one of the 6 New England States.Joint ventures
and/or firm consultant arrangements will be considered & evaluated on
a demonstrated interdependency of the mem- bers to provide a quality
design effort, and having the capability to follow through on all
phases of the project. Responses must include SF- 254's for all joint
venture members and/or consultants and a composite SF-255 for the
proposed team. Additional information (maximum 10 letter- size sheets)
specifically responding to the selection factors above, and relevant
photographic or graphic examples(maximum of 10)will be permitted
Following initial screening of qualifications & performance
data,approx- imately 6 firms and/or joint ventures will be short listed
for interviews and evaluation prior to recommendation & approval of the
selected A/E. From the interviewed short listed firms,selection will be
made,the result of which will be publishd. In accordance with Public
Law 95-507,the A/E will be required to provide the maximum practicable
opportunities for small business concerns owned & controlled by
socially and economically disad- vantaed individuals to participate as
subcontractors in the performance of the contract. Prior to award of
the contract, the A/E (if not a small business concern,will be required
to negotiate a small business & small disadvantaged business
subcontracting plan. Proposed consultants listed in SF254/255
submission should be consistent with the requirement of PL-94-507
Contract award will be contingent upon negotiation of an acceptable
subcon- tracting plan. This procurement is being made under the small
business competitiveness demonstration program. Consideration will be
given to both large and small business concerns having an existing
active production office located withing one of the six New England
states. The size stan- dard for a small business concern under this
announcement is a concern,in- cluding its affliates, having an average
annual sales or receipts for its preceding three fiscal years not in
excess of $2,500,000.00. This is not a request for proposals.
Architect/Engineer firms having the capability for the proposed work,in
order to be considered,must submit all required SF 254 and SF 255 forms
no later than 4:00 PM local time on November 3,1995. Any submissions
received after 4:00 P.M. local time on November 3, 1995 will not be
accepted. Firms and/or consultants shall submit a current SF 254 & 255
(Rev.11/92).These forms should be mailed to the above address
