44135 A -- TECHNOLOGY FOR ADVANCED HIGH TEMPERATURE GAS TURBINE ENGINES DUE

Aeronautics and Space Administration (NASA) is interested in receiving
research proposals for materials and structures technology for
advanced high temperature gas turbine engines. The proposals sought are
for high temperature materials and structures for technology for
advanced turbine engines. This solicitation is open to all categories
of organizations, industry, educational institutions, SDBs, HBCU and
other non-profit organizations. The NASA Research Announcement (NRA)
containing a more detailed description of the areas of interest, as
well as specific guidance for proposal preparation can be obtained by
writing to the HITEMP Project Office, Attn: Hugh Grey, Mail Stop 49-1
and by referencing announcement NRA 96-LeRC-1. This solicitation
constitutes an NRA as contemplated in FAR 6.0129(d)(2). This
announcement will be open for the period through 2/12/96. By which date
proposals must be submitted. Selection decisions will be made by the
Chief, Materials Division, Lewis Research Center, following peer and
and or scientific reviews of proposals. In selected cases
Non-Government personnel will act as reviewers. The following criteria
will be considered in the evaluation process: Unique innovative
methods, approaches or concepts demonstrated by the proposal; overall
scientific or technical merits of the proposal; the offerors
capabilities, related experience, facilities, technique or unique
combinations of these which are integral factors for achieving the
proposal objectives, qualifications, capabilities, and experience of
the proposed principal investigator, team leader or key personnel,
potential contribution of the effort to NASA mission; overall standing
among similar proposals available for evaluation and/or evaluation
against known state-of-the-art, demonstrated expertise in the general
area of interest; and cost realism and availability of funds. It is
anticipated that approximately $1,300,000.00 of FY97 funds will be
allocated for these proposals as follows: up to $1,000,000.00 will be
allocated for engine companies/industry technology transfer; 2-3 awards
totaling $150,000.00 for Univerity of grants in research and
development; 1-2 awards totaling $125,000.00 to historically black
colleges and Universities in focused research. The NRA will be released
on or about October 26, 1995. Notification to successful and
unsuccessful offerors will be given on or about April 10, 1996 and
awards are anticipated in early FY97. Contract duration is on year.
Effective October 1, 1995, the Internet will be the only source of NASA
Lewis Research Center MidRange synopses and solicitations. Other
synopses will continue to be published in the CBD as well as the
