Officer, (301) 286-6687. This is a notice of intent to issue a Request
for Proposal (RFP5- 13876/218) on a sole source basis to the
University of Minnesota. The contractor shall provide scientific and
technical support for the Unified Radio and Plasma Wave Investigation
(URAP) through the extended mission phase of the Ulysses spacecraft
mission. The requirements for this effort are: 1) to maintain the URAP
Flight Spare unit in an environment where it can be used to simulate
telecommands and memory loads; 2) to analyze scientific data and
present and publish scientific results from the URAP Plasma Frequency
Receiver, Fast Envelope Sampler, and Waveform Analyzer; 3) to provide
information and documentation relating to instrument design,
calibration, operation, and data processing; 4) to assist the URAP team
at GSFC in commanding of the URAP instruments; and 5) to monitor
performance of the URAP instrument package. This procurement is a
follow-on effort for the continuing support of the Ulysses spacecraft
mission. The contractor played a major role in the development of four
of the six URAP sub-instruments. Therefore, Minnesota is uniquely
qualified due to its accumulated knowledge, experience, and expertise
about these instruments which is vital to the successful completion of
the Ulysses mission. Pursuant to 10 U.S.C. 2304(c)(1), Only One
Responsible Source, NASA/GSFC intends to issue a sole source contract
to the University of Minnesota with a basic period of performance of
one-year and four one-year options. All responsible sources desiring
consideration are requested to fully identify interest and capabilities
within fifteen (15) days of the date of publication of this synopsis to
