SET-ASIDE. The Environmental Protection Agency, Research Triangle Park,
NC has a requirement for technical support for health and risk
assessment. The contractor will provide technical services to support
the development of national and geographically focused strategies and
programs for air quality management based on assessments of health and
ecological effects, exposure and risk, and economic impacts and
benefits. Such assessments support the development of criteria
pollutant ambient standards under Sections 109 of the Clean Air Act
(CAA), programs and emission standards under Sections 111 and 112, and
the integration of various aspects of the criteria pollutant and
hazardous air pollutant programs in coordination with various EPA
offices. With respect to the hazardous air pollutant program, the EPA
conducts health and environmental effects evaluations in support of
emission standards development, characterizes the nature and magnitude
of the hazardous air pollutant program in the United States, and
develops air toxics strategies. It is anticipated that solicitation
D500590M1 will be released on or around December 12, 1995, and that
proposals will be due approximately 30 days after issuance. Two
contracts will be awarded as a result of this solicitation. It is
anticipated that the resulting cost-plus-fixed-fee, level-of-effort
type contracts will have a base period of twelve months, with four
twelve month options. The total duration of each of the proposed
contracts is sixty months. The first contract, which will be awarded on
the basis of full and open competition, will have base quantities
totalling 72,000 hours and option increases totalling 15,000 hours, for
a total contract maximum of 87,000 hours. The second contract, which
will be awarded as a 100% small business set-aside, will have base
quantities totalling 48,000 hours and option increases totalling 10,000
hours, for a total contract maximum of 58,000 hours. Interested parties
may obtain a copy of the solicitation by submitting a written request.
Facsimilie and telephone requests will not e honored. A copy of the
source list will be included with the solicitation. A limited number of
copies is available. Only one copy shall be issued to a corporate
entity, regardless of the number of requests from one or more
geographic locations. Copies will be issued on a first come, first
serve basis. The SIC Code for this procurement is 8748, with a size
