Justice (DOJ) intends to acquire information technology support
services through several competitively awarded indefinite delivery type
contracts - up to a maximum of five contracts. Each contract will be
for one year with four (4) one-year renewal options and will be
available for use Government wide. The objective is to obtain a
complete range of high quality information technology support services,
defined by the broad ADP life cycle, including generally those listed
below. IRM planning Requirements analyses and feasibility studies Joint
requirements planning (JRP) Business process re-engineering (BPR)
Cost-benefit analysis Information engineering Workflow processing
Systems and database design Joint applications development (JAD)
Systems development, prototyping, integration and testing Rapid
applications development (RAD) Equipment and software necessary for
user-directed prototyping and pilot testing Objective-oriented
design/programming Systems configuration, installation and acceptance
Systems integration and interoperability verification and testing
Systems documentation, procedures and standards Systems maintenance and
enhancement Systems programming and systems engineering services
Migration from centralized to distributed and client/server system
architectures Training in both custom systems and off-the-shelf
software use Database administration Risk analysis and systems security
planning Network administration/management Telecommunications planning
and engineering, including video teleconferencing Technical support
Data entry and conversion Records management and information
distribution Contractors must be located or have the capability to
establish suitable facilities within a 35-mile radius fo the DOJ at
10th & Pennsylvania Ave., NW, Washington, D.C. The anticipated release
date for Solicitation No. JVJMD-96-R-0015 is November 1, 1995 and the
closing date will be December 15, 1995. Requests for the RFP can be

Pennsylvania Ave., N.W., National Place Building, Washington, D.C.
20530 or faxed to 202-307-1933. Telephone requests will not be honored.
The RFP will be released on the Internet at gopher.usdoj.gov under the
heading ''Request for Proposals''. The DOJ gopher can also be accessed
through the DOJ home page on the World Wide Web at
http://www.usdoj.gov. The DOJ anticipates releasing a Solicitation
Overview on the Internet at the above Internet addresses on October 2,
1995. All comments must be sent in writing to the Contracting Officer
(CO) at the street address shown above. Copies of the comments may be
sent to the CO via Internet at caponiti@justice.usdoj.gov in ASCII
format or faxed to the CO at 202-307-1933. All comments must be
received by October 13,1995. The DOJ will not respond to any industry
comments received on the Solicitation Overview. All comments received
