D -- ASSETS INFORMATION MANAGEMENT SYSTEMS SOL CS-95-064 DUE 013096 POC Contact Point, Stanley Carr, (202)927-1132, Contracting Officer, Michael Rebain, (202)927-0598 The U.S. Customs Service (Customs) plans to issue a competitive solicitation for the development of software for the Application Development Division (ADD) of the Office of Information and Technology. Services will include the development of software for new initiatives (mainframe and micro), the redesign or modification of existing software systems and maintenance support for both new and existing systems. Customs requires the services of a contractor with experience in the design, development, testing, implementation and maintenance of large scale (batch and online) transaction processing systems in an IBM compatible mainframe environment utilizing command level CICS, CA-ROSCOE or TSO/ISPF, INTERTEST, IEF or another interactive debugging software library management system, CA- DATACOM/DB or another mainframe relational database system, OS-JCL and COBOL II. Additionally, the contractor must have experience with MS/DOS, WINDOWS, UNIX, the C++ programming language and Local Area Network (LAN) technology to assist ADD Project Teams in the development of future LAN-based applications and working knowledge and experience in developing and translating national Electronic Data Interchange (EDI) message syntax to assist in expanding the electronic interchange of transactions within the Customs EC community. The contractor shall also have experience managing large and medium systems development efforts to assist in enhancing current administrative capabilities or developing and maintaining new systems. Customs anticipates the award of an Indefinite Delivery, Indefinite Quantity (IDIQ) type contract for these requirements. The anticipated period of performance is a base year plus four option years. Customs intends to issue a draft solicitation to interested vendors within 15 days of the publication of this notice. The anticipated date for issuance for this solicitation is December 15, 1995, with proposals due 45 days after issuance. This requirement is 100% set aside for small disadvantaged businesses under the Small Business Administration's 8(a) program. The Standard Industrial Classifiction (SIC) Code is 7379 and the applicable size standard is average annual receipts of $18 million.
