solicitation number DAKF57-95-B-0036. If you have requested this
package previously under Solicitation Number DAKF57-95-B-0036 please do
not request it again. Principal items to accomplish: Provide the
containment and transportation of waste produced by a new incinerator.
The waste may be characterized as dangerous waste, special incinerator
ash, or solid waste. Treansportation, permitting, and any disposal fees
will be the responsiblity of the contractor. Contract period consists
of Base Period and three one-year option periods. The proposed
procurement listed here is being considered for 100 percent set-aside
for small disadvantaged business (SDB) concerns. Interested SDB
concerns should, as early as possible but not later than 15 days of
this notice, indicate interest in the acquisition by providing to the
contracting office above, evidence of capability to perform and a
positive statement of eligibility as a small socially and economically
disadvantaged business concern. If adequate interest is not received
from SDB concerns, the solicitation will be issued as unrestricted
without further notice. Therefore, replies to this notice are requested
from all business concerns as well as from SDB concerns. Small
disadvantaged business concern means a small business concern that is
at least 51 percent unconditionally owned by one or more individuals
who are both socially and economically disadvantaged, or a publicly
owned business that has at least 51 percent of its stock
unconditionally owned by one or more socially and economically
disadvantaged individuals and that has its management and daily
business controlled by one or more such individuals. This term also
means a small business concern that is at least 51 percent
unconditionally owned by an economically disadvantaged Indian tribe or
Native Hawaiian Organization, or publicly owned business that has at
least 51 percent of its stock unconditionally owned by oneof these
entities, that has its management and daily business controlled by
members of an economically disadvantaged Indian tribe or Native
Hawaiian Organization, and that meets the requirements of 13 CFR 124.
Socially disadvantaged means individuals who have been subjected to
racial or ethnic prejudice or cultural bias because of their identity
as a member of a group without regard to their qualities as
individuals. Economically disadvantaged means socially disadvantaged
individuals whose ability to compete in the free enterprise system is
impaired due to diminished opportunities to obtain capital and credit
as compared to others in the same line of business who are not socially
disadvantaged. Concern means any business entity organized for profit
with a place of business located in the United States, including, but
not limited to an individual, partnership, corporation, joint venture,
association, or cooperative. The size standard is any concern
including its affiliates with an average annual sales or receipts for
its preceeding three fiscal years not in excess of $5 million. SIC
