Boguslawski, (907) 428- 6182 This pre-solicitation notice is to construct a complete Base Composite Engineering and Maintenance Facility of approximately 16,900 s.f. of gross square footage. This is a two story building structure that is primarily CMU with steel joist supporting a sloping metal roof over half of the structure, and an IRMA roof on other areas. This project requires connections to the Base utilities systems. Interior work includes offices, latrines, storage areas, shop areas, and associated interior mechanical, electrical, and telephone services. Exterior work includes pavements, fencing, electrical, and landscaping. Additional site work may include the demolition of a 10,000 SF (approximate) facility. Facility is a reinforced concrete foundation and floor slab, timber frame, steel sided, nose dock. Constructed in the 1940's time frame. Demolition will include removal of all debris. Magnitude of construction is $1,000,000 - $5,000,000. Standard Industrial classification code is 1541. Location of site is Eielson AFB, Alaska. Contractor shall furnish all materials, labor, equipment, transportation and services to successfully complete the project. DOD Federal Acquisition Regulations Supplement Clause 252.222-7000 Restriction on Employment of Personnel (Dec 1991) will be incorporated into the solicitation and any resultant contract. The clause reads: (a) The Contractor shall employ, for the purposes of performing that portion of the contract work in the State of Alaska, individuals who are residents of the State, and who, in the case of any craft or trade, possess or would be able to acquire promptly the necessary skills to perform the contract (b) The Contractor agrees to insert the substance of this clause, including this paragraph (b), in each subcontract. This procurement is being considered for a 100% Small Disadvantaged Business (SDB) Set-Aside. Interested SDB concerns should, within 15 days of this notice, indicate interest in being a prime bidder. Potential bidders must furnish verifying documentation for the following itms: Capability to perform, (successful and on schedule completion of similar projects within the last five years, and within the stated magnitude), adequate financing for a project of this magnitude, eligibility as a SDB concern, and bonding capability up to the stated range. All responding potential bidders are required to identify their size and status as 8(a)s, Small Disadvantaged Business, etc. If adequate interest is not shown from qualified SDB business concerns within 15 days of this notice, the solicitation will revert to an unrestricted acquisition, subject to full and open competition, without further notice. Bid packages will be distributed on a first come, first served basis until supply is exhausted. There will be a non- refundable charge for each set of plans and specifications; amount to be determined and published with official synopsis of solicitation.
