99 -- GLOBAL POSITIONING SYSTEM (GPS) RECEIVER Contract Point, Mr. Earl Sharp, 410/278-3415, Contracting Officer This contracting action is for the Special Operations Lightweight GPS Receiver (Solgr). The Government intends to solicit and have limited competition (not full and open) between Collins Avionics & Communications Division, Rockwell Intl Corp. and Trimble Navigation Ltd for the purpose of purchasing a handheld Global Positioning System (GPS) receiver. The contract type is intended to be firm fixed price. This is a small quantity action with an initial order of 500 units, with production beginning in six months. The units must be integrally waterproof and operable underwater to a depth of 33'; survivable to 66'. The PPS receiver will be Y-code capable with a time to first fix (TTFF) of 3 minutes (FOM 1), and time to subsequent fix (TTSF) of 30 seconds for a 20 minute standby interval and 90 seconds for up to a 1 hour standby interval -- in Y-code. Maximum size is 53 cu in and 2.7 lbs. The unit will have a backlight display and keypad; a minimum of eight enhanced navigation submodes; facilitate route management of 10 routes; tailorable navigation screen sequences; and a 1000 waypoint database divided among waypoints, markpoints, and history points. The unit will also have to provide a National Maritime Electronics Assoc (NMEA) 0183 interface; differential GPS with Radio Telephone Communications - Maritime (RTCM) SC-104 protocol; radio interface via Viasat VDC 100/200; laser rangefinder interface; and be compatible ICD-GPS-153. Prime power will be AA-size lithium batteries with a minimum continuous duty cycle of 8 hours at 20 C. Firms will demonstrate prior certification to construct a Precise Positioning Service - Security Module (PPS-SM) receiver by the GPS Joint Program Office (JPO). Interested firms may communicate with the contracting office their interest in responding to a solicitation for this action. This communication must be written and document fully the firms current capability to respond to the requirement. This notice of intent is not a request for proposals. However, all responses received within thirty days after the date of publication of this synopsis, will be reviewed by the Government to determine if the responding firm is qualified to meet the above critical requirement of this action. Any firm determined qualified will be solicited. (272)
