RESOURCES PROJECTS AT THE NEWPORT, RI, NAVAL COMPLEX AND AT THE NAVAL
UNDERSEA WARFARE CENTER DIVISION, NEWPORT FIELD SITES IN CONNECTICUT
AND NEW YORK This Is Not Set Aside For Small Business. The SIC Code is
8711 and the size standard is $2,500,000.00. Engineering Services are
required for the preparation of surveys, studies, and evaluations,
pertaining to natural resources, historical resources, and other
cultural resources pursuant to preparation of resource inventories and
integrated plans for the protection and management of natural and
cultural resources. Efforts may include such things as resource
inventories and evaluations leading to, if appropriate, formal
Historical and Architectural Resource Protection plans (HARP) and Sikes
Act natural resource management plans. Expertise in the areas of
historic resources (particularly) World War II and Cold War), cultural
resources, and natural resources (endangered species, wetlands, and
shorelines, both salt water and fresh water) will be required as will
be knowledge of policies and procedures of State Historic Preservation
Offices and Natural Resource Offices. In addition to major sites in
the Newport, Rhode Island area, smaller sites will be included in East
Lynne, CT (1 acre freshwater shore are and waterborne activities),
Dresden, NY (4.5 acre freshwater shore area and waterborne activities),
and Fisher's Island NY, (79 acre saltwater shore area with freshwater
wetlands and waterborne activities. A/E firms responding to the
announcement will be evaluated on the above requirements based upon the
following criteria in relative order of importance. a) Professional
qualifications necessary for satisfactory performance of the required
services with emphasis on evaluation of natural, historical, and other
cultural resources and preparation of documentation and management
plans related thereto. b) Specialized experience and technical
competence in the type of work required with emphasis on evaluation of
natural, historical, and other cultural resources and dealing with
cognizant state officials in Rhode Island, New York, and Connecticut.
c) Capacity to accomplish the work in the required time. d) Past
performance on contracts with Government agencies and private industry
in terms of quality of work, cost control, and compliance with
performance schedules. e) Location of the firm in the general
geographic area of the projects, provided there is an adequate number
of qualified firms therein for consideration. f) Capability to provide
information and drawings in the automated formats. g) Innovative
capability in the performance of the work. h) Past experience, if any,
with respect to performance of previous Defense Department contracts.
i) Volume of work previously awarded to the firm by the Department of
Defense. Engineering firms which meet requirements described in this
announcement are invited to submit a completed Standard Form 254
Architect-Engineer and Related Service Questionnaire and Standard Form
255, Architect-Engineer and Related Service Questionnaire For Specific
Project, to ROICC, NAVFAC Contracts, NETC, Building 1, Simonpietri Dr.,
Newport, RI 02841-1712. Firms responding to this Announcement By 30
October 1995 will be considered. Services will be required within one
year of the date of contract award under this basic contract. There
will be an option to extend the contract for an additional year. The
Government reserves the right to exercise the option to this contract.
A minimum fee of $5,000.00 is guaranteed under the basic contract.
Subject to necessary changes, the total A/E fee that may be paid under
this contract will not exceed $200,000.00 for the basic contract and
will not exceed $200,000.00 for the option year. This Is Not A Request
