Provisions for the implementation of: (a) Resolution 1 of the
Conference of Contracting Governments to the International Convention
for the Safety of Life at Sea, 1974, adopted on 24 May 1994 (``Adoption
of Amendments to the Annex to the International Convention for the
Safety of Life at Sea, 1974''); (b) Resolution MSC.31(63), adopted by
the Maritime Safety Committee of the International Maritime
Organization on 23 May 1994 (``Adoption of Amendments to the
International Convention for the Safety of Life at Sea, 1974''); (c)
Resolution MSC.42(64), adopted by the Maritime Safety Committee of the
International Maritime Organization on 9 December 1994 (``Adoption of
amendments to the International Convention for the Safety of Life at
Sea, 1974''); (ii) Provisions for the adaptation of existing national
ship safety regulations to the requirements of: (a) Council Directive
95/21/EC of 19 June 1995 concerning the enforcement in respect of
shipping using Community ports and sailing in the waters under the
jurisdiction of member States, of international standards for ship
safety, pollution prevention, and shipboard living and working
conditions (port state control); (b) Council Directive 94/57/EC of 22
November 1994 on common rules and standards for ship inspection and
survey organizations and for the relevant activities of maritime
administrations; (iii) Provisions to amend and supplement existing
national regulations as embodied in the Ship Safety Ordinance. 7.
Objective and rationale: Improvement in the safety of cargo and
