First Amendment to the Implementing Order on Inspection Systems for
Refillable Plastic Bottles (1 page). 6. Description of content: The
draft amendment introduces the possibility of granting exemption from
the obligation specified in the original order to monitor refillable
plastic bottles before refilling by means of a sniffer. If necessary,
conditions may be linked to this exemption. 7. Objective and rationale:
The aim of the amendment to the order is to make it possible to grant
exemption in specific cases of refillable plastic bottles. At the
moment this concerns large volume (18 litres or more) water bottles
which are placed in so-called ``watercoolers''. These water bottles do
not come into direct contact with consumers, therefore that such a
tough measure as inspection by sniffer is not considered to be
