Contact:KELLYE WELCH, Tel:713-483-8515 Contracting Officer: KELLYE WELCH, Tel:713-483-8515 The Johnson Space Center intends to award a completion form consolidated base operationssupport service (BOSS) contract for JSC and Ellington Field. The anticipated period of performance is 5 years with a 1-year basic and four 1-year options. This consolidated contract includes functions of several current contracts. The scope of this BOSS contract includes the following functions: plant maintenance and operations, logistics and warehouse support, custodial service, grounds maintenance, minor construction, rigging and heavy hauling, painting services, design engineering services, as-building drafting services, and security service s. JSC anticipates release of a draft RFP early January 1996. An observa- tion period is planned for the months of January and February 1996. The final RFP is anticipated to be released April 4, 1996 with proposals due by July 5, 1996. A preproposal conference is planned during the month of April 1996. Selection will be made early September 1996. A contract award is anticipated November 1, 1996. Listed below is a detailed description of the functions included in the BOSS contract. Plant maintenance and operations include preventative and reparative maintenance of utilities, elevators, buildings, roads, parking lots, sidewalks and fences; plant operations including HVAC, site utilities, water, waste collection, environmental, and electrical utilit y control sytem; and non-collateral equipment maintenance including vario us R&D labs and test facilities, fabrication shops, photo processing labs, printing and reproduction facilities, cafeteria equipment, and a variet y of heavy mobile equipment. Logisitics and warehouse support includes a cquisition and inventory management, government property disposal, receip t, identification, inspection and cataloging of property; warehouse, bond room and temporary storage operations; packing and shipping, transportati on support, supply and equipment documentation. Custodial services inclu de janitorial services which consists of general cleaning, interior pest control, and solid waste removal. Grounds mintenance consists of turf and plant care including mowing, edging, trimming, pruning, exterior pest control, irrigation, and fertilization; maintenance of ponds, parking lo ts, vegetation control and landscaping services. Minor construction incl udes new facility construction or renovation of existing facilities. Typ ical activities include office area partition walls, HVAC systems, electr ical outlets, sidewalks, R&D laboratory facilites, warehouse and shop are as, fire detection and suppression systems, and the installation of marke rboards and pictures. Rigging and heavy hauling support includes rigging, hauling, transportation of equipment such as test, ground support and f light hardware; assembly and disassembly services. Painting services inc lude both exterior and interior maintenance painting, signs, and wall pai nting as well as miscellaneous services such as sandblasting and paint st orage. Design engineering services include providing a final set of desi gn drawings and specification by which construction will be performed. A s building drafting services include updating site drawings per construction performed. Security services include protective patrols, es cort duties, special event support, emergency response, nuisance contract response, perimeter, building and room access control, mission support, locking and unlocking buildings, badge checks, traffic control, sensitive /classified was disposal, and locksmith services.
