Consulting service to perform a comprehensive facility condition assessment, operational, evaluation, regulatory compliance review, and long range facility strategic plan for a 28 MGD potable water treatment plant. Services shall include but not be limited to investigating and documenting existing plant structural/mechanical/electrical equipment and conditions, reviewing plant operating processes and procedures for present and projected regulatory compliance; documenting a long range water treatment strategic plan that will ensure high quality drinking water through the year 2010. Selection of Consultant will be based on the following criteria: Professional Qualification, Proposed Organization, Experience and Technical Competence, Qualified Personnel, Firm's depth, size, and flexibility, Past Performance, Support of Company Management, and Geographic proximity.
