construct a 60kw Integrated Hybrid Photovoltaic (PV) system on Range
500, Marine Corps Air Ground Combat Center (MCAGCC), Twentynine Palms,
California through a design/build contract. The system will consist of
a PV array, batteries, power processing equipment and controls which
shall provide power for, and interface with, the existing electrical
distribution system at Range 500. This hybrid system shall reduce the
operation and maintenance costs, and improve the reliability, of the
existing system. The work includes necessary site improvement and
utilities required for photovoltaic hybrid power collection, storage
and distribution and incidental related work, complete and ready for
use.--The contract is to be awarded to the responsible offeror who
submits the proposal considered most advantageous to the Government
considering ''Price'' and ''Technical'' evaluation factors. The
following evaluation criteria has been established: Factor 1 (Price)
and Factor 2 (Technical) which are weighted approximately equal. Within
the ''Technical'' factor, the following subfactors are listed in order
of importance: Subfactor ''A'' Design, Subfactor ''B'' Experience with
Photovoltaic Systems and Staff Capability, Subfactor ''C'' Project
Management, Subfactor ''D'' Schedule, Subfactor ''E'' Past Performance,
and Subfactor ''F'' Subcontractor Effort.--It is recommended the
subcontracting plan goals reflect a minimum goal of 5% for small
disadvantaged business subcontracting effort.--A site visit has been
scheduled for 8 November 1995 at 10:00 a.m., local time. Proposers who
wish to inspect the site should contact the Resident Officer in Charge
of Construction at telephone (619) 830-7337 at least one week prior to
this date. NOTE: Proposers MUST provide their own transportation to
the site and that transportation MUST be equipped with 4 wheel drive.
Vehicle without four-wheel-drive will not be authorized.--A
pre-proposal conference hs been scheduled for 8 November 1995 at 1:00
p.m., local time at the Resident Officer in Charge of Construction
(ROICC), Building 1138T1, Twentynine Palms, California. Participants
must reserve seating a minimum of two (2) days in advance of the
conference date by contacting Lucile Miranda at (619) 532-3696.--The
estimated cost is between $500,000 and $1,000,000.--Firm Fixed Price
Contract.--Contract duration is 375 calendar days.--Bids will be
considered from all responsible sources.--This project is
unrestricted.--The Standard Industrial Code is 1629 and the annual size
standard is $17 million. NOTE: Plans and specs will not be mailed to
firms within a 20 mile radius of the issuing office.--Solicitation
packages may be acquired in person from Plan Issue or by
mail.--Telephone requests will not be accepted.--Requests for the
