(310)336-4460. Sources Sought Synopsis. The Government is currently
seeking qualified sources to perform a system level Demonstration and
Validation effort in support of the National Polar-orbiting Operational
Environmental Satellite System (NPOESS). This program was recently
established by Presidential Decision Directive to converge the Defense
Meteorological Satellite Program (DMSP) with the Polar-orbiting
Operational Environmental Satellite (POES) operated by the National
Oceanic and Atmospheric Administration (NOAA) under the Department of
Commerce, with NASA participation. The initial concept definition
studies (Phase 0) for this program were conducted separately with
Lockheed Missiles and Space Company, Inc. and Martin Marietta Astro
Space Corp., prior to their announced merger last year. The programs
stated objective is to develop a single, cost effective, space system
capable of providing environmental data for U.S. civil, defense, and
international needs. The Dem/Val contractors competitively selected
will be responsible for performing the necessary requirements analysis,
system definition, preliminary design, risk identification and
mitigation, technology demonstrations, planning and life cycle cost
analysis to prepare to begin Phase II, Engineering & Manufacturing
Development (EMD). Additional objectives are to define the interface
with EUMETSAT and to develop a recommended system operational concept
for the U.S. and European METOP satellites. The Governments current
acquisition approach is to award two contracts based upon a full and
open competition with the intent to down-select to one of the two
contractors to perform the subsequent EMD and production efforts (Phase
II/III). However, the Government reserves the right to competitively
award the EMD effort contingent upon the overall ability of the Dem/Val
contractors to successfully meet the Governments requirements.
Performance of the contracts will require access to, handling and
storage of information at the SECRET level. A draft RFP isanticipated
to be released for industry comment in January 1996. The formal RFP is
anticipated for release in April 1996. Interested, qualified sources
are invited to submit an unclassified Statement of Capability (SOC)
not-to-exceed 10 pages in length within thirty days of publication of
this synopsis. The SOC should contain a statement of the sources level
of interest (e.g., prime contractor, subcontractor, or information
copy of solicitation only). The SOC should demonstrate the ability to
perform the following minimum requirements: (1) Systems architecture,
engineering and cost projection for complex space systems, (2) Design,
development, analysis and integration of satellites meeting defined
and derived requirements, (3) Subsystem and system integrated test and
evaluation of space systems including ground system C3I, (4) Critical
sensor technologies, including their development and integration for
future space systems, (5) Space system production capability, (6)
Launch vehicle operations including spacecraft/launch vehicle
integration and test, (7) Ability to integrate Government-furnished
sensors on pre-designed system, (8) Experience with development of
satellite systems, (9) A description of previously developed systems
which indicates experience in program management, systems engineering,
configuration management, quality assurance disciplines, (10) A
listing of previous contracts that will indicate experience with
contracts of this nature, including the number of subcontracts managed.

intends on conducting an industry conference in the near future to
provide a forum for comment on the proposed acquisition approach early
in the acquisition process. Additional announcements concerning this
